Create opportunities for people who have completed their prison sentences

Decision No. 22 of the Prime Minister on credit for persons who have completed their prison sentences (CHXAPT) is a humane policy of the Party and State to create conditions for CHXAPT people to access preferential loans from the Vietnam Bank for Social Policies (VBSP) to create jobs, stabilize their lives, reintegrate into the community, and contribute to ensuring security, order, and socio -economic development of the locality.

Implementing Decision No. 22 of the Prime Minister , the Provincial Social Policy Bank and the Provincial Police signed a coordination program to implement credit for the poor.

The provincial police directed the grassroots police force to review and make a list of CHXAPT people who need and are eligible to borrow capital as a basis for the VBSP to lend, ensuring transparency, the right people, the right subjects, and at the same time advise and guide subjects on loan plans and monitor the use of capital.

The Transaction Offices of the People's Credit Fund in districts and cities urgently organized training on lending operations for members of the Poverty Reduction Committee, entrusted associations and organizations, village heads, and local savings and loan groups.

Coordinate with agencies, departments, branches and localities to promote propaganda and dissemination of credit policies for CHXAPT people, implementation work, results, especially propaganda about loan models and effective capital use to create widespread influence.

Coordinate with the police force, entrusted socio -political organizations, and savings and loan groups to regularly inspect and supervise the use of loans by CHXAPT people, ensuring that disbursed capital is used for the right purpose and that the debt is repayable when due.

By the end of 2024, the loan turnover for the credit program for CHXAPT people reached more than 37.8 billion VND with 401 borrowers. In the first 5 months of 2025, the loan turnover reached more than 7.3 billion VND with 75 borrowers; currently, the total outstanding debt reached more than 43.8 billion VND with 466 customers with outstanding debt.

Policy credit capital has truly become a "support" for those who have made mistakes, creating opportunities and motivation for them to develop their economy and reintegrate into the community, thereby contributing to ensuring political security, social order and safety, and socio-economic development of the locality.

After CHXAPT and returning to his hometown, Mr. Nguyen Hong Dang, Can Bi 1 village, Phu Xuan commune (Binh Xuyen) was oriented by his parents to pursue a career in purchasing and recycling scrap. However, due to the small amount of capital, his business encountered many difficulties.

In October 2024, Mr. Dang was supported by the Transaction Office of the Social Policy Bank of Binh Xuyen District, creating conditions to borrow 100 million VND under the credit program for CHXAPT people. Along with this capital, he borrowed more from relatives and friends to expand the scrap storage area to nearly 400 m2. Every month, after deducting expenses, the scrap purchasing model brings his family a profit of about 15 million VND.

Mr. Dang shared: "After completing my prison term and returning to my hometown, my life was difficult both physically and mentally. Thanks to the care and encouragement of my family and relatives, along with the loan from the District Social Policy Bank Transaction Office, I was able to recover my life, have more conditions to invest in expanding production and business, and soon stabilize my life."

Since the beginning of 2025, the Transaction Office of the Social Policy Bank of Binh Xuyen District has disbursed more than 1.2 billion VND to 13 households borrowing capital under the credit program for CHXAPT people. The total outstanding debt up to now is 6.9 billion VND with 72 households borrowing capital.

Deputy Director of the Transaction Office of the Social Policy Bank of Binh Xuyen District, Pham Van Duc, said: "In order for the credit policy for the CHXAPT to come into effect, helping them quickly reintegrate into the community and have stable jobs, the Transaction Office of the Social Policy Bank of Binh Xuyen District has coordinated with the People's Committees and police of communes and towns to review and appraise loan recipients to ensure accuracy, publicity and transparency; advise and guide households on the order of documents and procedures for quick and timely disbursement.

During the borrowing process, staff of the District Social Policy Bank Transaction Office coordinate with entrusted associations, unions, savings and loan groups, and local police to regularly inspect and supervise to ensure that households use the loan capital for the right purpose and effectively. The preferential credit policy for CHXAPT people has created motivation and encouragement for those who have made mistakes to overcome their complexes to develop the economy and confidently integrate into the community."

In order for the credit policy for the poor to continue to be implemented, in the coming time, the provincial People's Credit Fund will coordinate with agencies, departments, branches and localities to promote propaganda and dissemination of policy content, especially cases of effective use of loans to create a widespread impact in the community.

Coordinate with entrusted associations, unions, savings and loan groups to properly implement lending processes and procedures to ensure compliance with regulations and to the right subjects, creating the most favorable conditions for CHXAPT people to develop the economy, integrate into the community, contribute to reducing the risk of re-offending, and ensure security and order in the area...
