Nearly five years after the implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2025 in Yen Chau district, the appearance of villages has gradually changed, and the lives of ethnic minority people have been improved.

Ai 1 village, Phieng Khoai commune, is home to 150 households of the Thai and Mong ethnic minorities. Previously, the old community center was small, dilapidated, and did not meet the needs of the Party branch, meetings, or organizing cultural and community activities. With funding from the national target program, at the end of 2024, Ai 1 village received investment to build a new community center with an area of ​​200 m², at a total investment of 1.5 billion VND.

Mr. Vi Van Toan, Party Secretary and Head of Ai 1 village, shared: "The government's support in building a new cultural center has delighted the villagers. Everyone contributed to ensure the project was completed soon. The spacious cultural center, with its large sports field, provides a convenient space for villagers to enjoy recreation, cultural exchange, arts, and sports, contributing to preserving the ethnic cultural identity."

The Boong Xanh bridge in Chieng Pan commune has been completed and put into use.

Meanwhile, the people of Then Luong village, Chieng Dong commune, share the joy as the dirt road from National Highway 6 to the village has now been paved with concrete. Along with that, the wooden bridge over the stream at the beginning of the village has been replaced with a sturdy brick bridge. The upgrade project for the road from National Highway 6 to Then Luong village has a total length of nearly 760 meters, a road width of 3.5 meters, and a total investment of 2.9 billion VND from the Program 1719 fund.

Mr. Hoang Van Duc, from Then Luong village, Chieng Dong commune, happily said: "The villagers actively donated land and crops, quickly handing over the site to the construction unit. With the road completed and the roadbed widened to 7 meters, everyone is delighted because it makes traveling, transporting agricultural products, and opening hot spring bathing services much easier."

With 14 communes and towns, including 7 communes in Zone III, 91 disadvantaged villages, and ethnic minorities accounting for nearly 85% of the population, Yen Chau district has been allocated over 144 billion VND for the implementation of Program 1719 during the 2021-2025 period. This investment focuses on essential infrastructure projects for people in ethnic minority areas. The district has directed communes with projects to strengthen propaganda and mobilization efforts to gain public support for implementation; and to promote the role of the Fatherland Front and other political and social organizations at the commune and village levels, as well as the people, in monitoring the progress and quality of the projects.

The cultural center in Ai 1 village, Phieng Khoai commune, was built with investment from Program 1719.

Mr. Lo The Thi, Vice Chairman of the People's Committee of Yen Chau district, said: The district has implemented 10 component projects of the program, and to date, many projects have achieved a high disbursement rate of over 90%, such as: Project 1 on addressing the shortage of residential land, housing, production land, and clean water; Project 2 on planning and arranging stable settlement of people in necessary areas; Project 4 on investing in essential infrastructure to serve production and life in ethnic minority areas...

After nearly 5 years of implementing Program 1719, Yen Chau district has provided housing support to 121 households; invested in the construction of 4 centralized water supply projects; provided vocational training for 247 households lacking production land; supported decentralized water supply for 2,429 households; arranged 2 resettlement areas; and constructed and maintained 97 rural transportation infrastructure projects, community centers, markets, schools, cultural houses, and other small-scale projects proposed by the community in 11 communes.

In addition, under Program 1719, Yen Chau district has allocated funds to support people in sustainable agricultural production along the value chain. To date, nearly 950 ethnic minority households in the communes have received guidance on crop and livestock care techniques and support with over 700 tons of fertilizer for production.

Officials from the Department of Agriculture and Environment of Yen Chau district are guiding the people of Tu Nang commune on mango cultivation techniques.

The National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas for the period 2021-2025 has been improving the rural landscape of border and highland communes in the district. The main indicators of the program have basically met and exceeded the set plan, such as: the poverty rate among ethnic minorities decreased by 3-4% per year; 50% of communes in ethnic minority areas achieved new rural standards; 100% of communes have concrete or asphalt roads leading to the commune center; 85% of villages have hardened roads leading to the center; 100% of rural population uses clean water; 99.8% of households have access to the national power grid; 100% of schools and classrooms are built solidly; 100% of villages have cultural houses...

These projects have effectively served the people, gradually improving their material and spiritual lives and promoting sustainable socio-economic development in the particularly disadvantaged communes and villages of Yen Chau district.
