Creating a platform, connecting scientific and technological knowledge

Resolution No. 57-NQ/TW identifies science, technology and innovation as key driving forces for Vietnam to become a developed country. To achieve these goals, building a system of Science and Technology Bookcases is an inevitable requirement, creating a foundation and connecting knowledge for research, training and application activities.

Difficulty in building a bookshelf

Science, technology and innovation books play an important role in disseminating knowledge, promoting sustainable development and shaping innovative thinking. In the digital age, these publications are not only a source of knowledge but also a bridge between academic research and practical application.

According to Sociologist, Associate Professor, Dr. Pham Bich San, in Vietnam, many bookcases have been established in different fields and sectors, but they are mainly successful in literature, art and law, while there is a serious shortage of books on science and technology. The main reason is the limited source of documents, especially the lack of monographs and the latest research reports, both printed and electronic.

With many valuable books, over the past time, Tri Thuc Publishing House has contributed to spreading knowledge, accompanying the innovation and international integration of Vietnam.

At the same time, the application of information technology in management and exploitation is still slow, causing science and technology bookcases to operate as independent "information islands", difficult to connect with libraries, databases or other research management systems. This significantly reduces the value of use and the ability of users to discover documents...

Master Pham Thi Bich Hong, Deputy Head of the Knowledge Dissemination Department (Vietnam Union of Science and Technology Associations) said: In 2005, the Vietnam Union of Science and Technology Associations established the Knowledge Publishing House with the goal of building a professional publishing unit under its management, responsible for publishing theoretical and scientific works in many fields such as philosophy, economics , education, society, etc.

With many valuable books, over the past time, Tri Thuc Publishing House has contributed to spreading knowledge, accompanying the innovation and international integration of Vietnam.

However, according to Master Pham Thi Bich Hong, the publishing activities of the Vietnam Union of Science and Technology Associations are still not commensurate with their potential and position. Publishing activities are still scattered and spontaneous, without an overall strategy and long-term plan to maximize efficiency. In addition, the lack of initial investment resources is the biggest obstacle.

Building a modern digital library and bookcase system requires significant resources in technology, human resources, document digitization and marketing, while the Publishing House must be financially independent, most of the current resources are focused on core publishing activities. Therefore, mobilizing resources for new projects such as digital bookcases is still a big challenge, requiring direction, mechanism and cooperation from many parties.

Realize building a bookshelf soon

As a socio-political organization of Vietnam's scientific and technological intellectuals, the Vietnam Union of Science and Technology Associations currently gathers 93 national professional associations, 34 local associations and more than 500 affiliated scientific and technological organizations, with more than 2 million members nationwide. This is a core intellectual force, making an important contribution to the cause of developing science, technology and national innovation.

In that context, the construction of the Science and Technology Bookcase has practical significance, creating an open source of knowledge to serve research, training and dissemination of knowledge throughout the system. The Bookcase not only affirms the role and prestige of the Vietnam Union of Science and Technology Associations in knowledge dissemination, but is also a concrete step to realize the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, towards building a digital knowledge platform to serve the country's sustainable development in the new period.

Dr. Dang Vu Canh Linh, Deputy Director of the Institute for Training, Development of Cadres and Scientific Research (Central Committee of the Vietnam Fatherland Front) shared: The Vietnam Union of Science and Technology Associations needs to soon complete mechanisms and policies in accordance with the spirit of Resolution No. 57-NQ/TW, at the same time invest in document digitization, develop digital library infrastructure and take advantage of the network of nearly 200 member associations to form an open knowledge ecosystem.

Relevant units need to proactively propose to the Vietnam Union of Science and Technology Associations and management agencies on implementing the content of the Resolution related to the construction and development of Science and Technology Bookcases, coordinate with member Associations to build "specialized bookcases", expand cooperation with libraries, research institutes, universities and publishing units, towards forming a modern and sustainable national digital knowledge system.

The construction of the Science and Technology Bookcase has practical significance, creating an open source of knowledge to serve research, training and dissemination of knowledge throughout the system.

In reality, the Science and Technology Library is not only a place to store knowledge, but also an important foundation for education, research and innovation. To realize that goal, experts believe that there needs to be close coordination between the Vietnam Union of Science and Technology Associations and the Knowledge Publishing House, along with synchronous investment in finance, technology, human resources and a scientific and sustainable implementation roadmap.

In the digital and artificial intelligence era, the application of advanced technology is an inevitable trend, but people are still the decisive factor. Therefore, developing high-quality human resources and building a reading culture and a culture of lifelong learning must be considered top priorities, in line with the spirit of the Party Resolution on developing science and technology human resources in the new era.
