Training on Housing Law 2023, Real Estate Business Law 2023 and Decrees guiding implementation

Attending the conference were Deputy Minister of Construction Nguyen Van Sinh, Ms. Nguyen Thi Thuan Bich - Vice Chairman of the Provincial People's Council, Mr. Phan Van Dang - Permanent Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches and sectors, more than 300 officials who are leaders of localities, land and construction officials of wards and communes and real estate investment and trading enterprises in the province.

Speaking at the opening of the conference, the Standing Vice Chairman of the Provincial People's Committee - Phan Van Dang emphasized: Housing in particular and the real estate market in general are very important, affecting all aspects of economic - social life, national defense, security, for each citizen and business, contributing significantly to the development of Binh Thuan province. Therefore, housing development is one of the important contents in the socio-economic development task of the province. The Provincial People's Committee has approved the Housing Development Program of Binh Thuan province for the period 2021 - 2030, the housing development plan for the period 2021 - 2030 and is directing the Department of Construction to develop a housing development plan for the period 2026 - 2030. These are important documents creating a legal corridor for the real estate market in the province to develop stably and healthily in the coming time.

In recent times, the housing and real estate market in Binh Thuan province has had many fluctuations. However, the management of housing and real estate market in recent times has encountered many difficulties and complications.

Hopefully, through the training session, the delegates attending the conference will absorb many contents, actively exchange and discuss related issues in the process of handling work, to understand more deeply the provisions of the Law and Decree. Especially new and important contents for effective application in leadership, direction, and implementation of professional tasks on management, investment and development of housing and real estate at agencies, units, and localities. In addition, it is hoped that the Ministry of Construction will guide Binh Thuan province to remove difficulties and obstacles in the management of housing projects in the province.

At the conference, leaders of the Department of Housing and Real Estate Market Management (Ministry of Construction) disseminated and provided guidance on new legal documents in the field of construction that will take effect in 2024; provided training on the relationship between the Law on Real Estate Business, the Law on Housing and related laws and documents, and answered questions raised by units at the conference.

Thereby emphasizing that the promulgation of these Laws aims to overcome shortcomings and limitations, especially in land valuation, land recovery, compensation, and resettlement support. At the same time, it creates a synchronous legal corridor, frees up land resources, promotes healthy development of the real estate market, implements investment projects, especially housing projects, especially social housing, and creates more favorable conditions for businesses and people.
