Focus on forest protection and fire prevention and fighting

The Chairman of the Provincial People's Committee requested the People's Committees of districts, towns and cities to continue to thoroughly grasp and organize the implementation of the Central and Provincial directives on forest fire prevention and fighting. The heads of localities shall bear the main responsibility if forest fires, deforestation, exploitation and encroachment of forest land occur in the area.

Directing competent authorities to resolutely focus on investigating and verifying the cause and perpetrators of forest fires, establishing a case file (if there is sufficient evidence) to strictly handle the case according to the provisions of the law, ensuring deterrence and prevention of violations among the people. Directing competent authorities to coordinate with the People's Committees at the commune level to inspect all areas, especially key areas at risk of forest fires, illegal logging, exploitation and encroachment of forest land to concentrate forces to regularly "stick to the forest", patrol and inspect the forest, promptly prevent and handle violations.

Organize the implementation of forest fire prevention and fighting plans; take the initiative in human resources and means according to the "4 on-site" motto to ensure the fastest and most timely control of forest fires, preventing large fires from occurring; direct on-site forces to handle urgent situations in forest protection and forest fire prevention and fighting.

Strengthening the work of forest fire warning information to people, especially people living near forests, forest edges, people with forest production and business activities, to know and comply with the provisions of the law. Strictly prohibit people from burning and clearing vegetation, using fire in forests when the forest fire forecast level is at level IV (dangerous level), level V (extremely dangerous level); resolutely and strictly handle cases of violation of regulations on forest fire prevention and fighting.

Directing the temporary suspension of people's recreational, entertainment and tourism activities in the forest, especially on weekends, holidays of April 30 and May 1, 2025 until further instructions. Maintain forecasts and warnings of forest fire risks to promptly inform the mass media so that forest owners and people know and take precautions. Promote digital transformation, apply high and modern technology in forest management and protection, and early detection of deforestation and forest fires to ensure effectiveness.

During the April 30 and May 1, 2025 holidays, forest rangers must be on duty 24/7; regularly patrol and inspect key forests and border areas with complicated developments, promptly detect and strictly handle acts of deforestation, illegal exploitation and transportation of forest products.

Media agencies should step up information dissemination and propaganda on laws on forest management, protection, and forest fire prevention and fighting. Increase the amount of news coverage, continue to disseminate and strongly condemn acts of forest burning, illegal logging, exploitation, and encroachment on forest land to raise people's legal awareness in forest management and protection.

Forest owners are primarily responsible for managing and protecting forests and forest land in the areas assigned and leased. Strictly implement the forest owners' responsibility to protect forests; regularly patrol and inspect forests, promptly detect and prevent deforestation, forest fires, exploitation of forest products, and encroachment on forest land.

Do not allow forests to be burned, destroyed, exploited, or illegally encroached upon without promptly detecting and reporting to the authorities as prescribed. Proactively coordinate closely with local authorities and relevant agencies to resolve disputes and encroachment on forest land within the assigned and managed areas as soon as the incident arises.
