Focus on leadership, improve the quality of military recruitment work

This year, Binh Thuan has organized the assignment of 1,637 targets, reaching 100% (of which, 1,301 targets were assigned to the Army, including 1 female, and 336 targets were assigned to the Police). The military transfer work was organized solemnly, quickly, neatly, safely, and economically according to the instructions of the Ministry of National Defense and Military Region 7. Compared to 2022, the quality of military transfer in many aspects was maintained and improved. Notably, the work of sending and recruiting official party members to join the army reached 1.92% (up 0.08%); type 1 and type 2 health increased by 0.54%; intermediate, college, and university levels increased by 0.23%; children of cadres increased by 0.54%, youth volunteers increased by 1.5%; ethnic minorities increased by 0.69% compared to the target.

In addition to the achieved results, the propaganda and dissemination of laws on military service and police service are not regular; the advisory and coordination roles between departments, branches and localities are sometimes not synchronized. The registration, management, re-examination of sources and approval of standards for citizens joining the army in some localities are not strict. The military service health examination council of some localities still makes mistakes in the process of performing tasks, leading to compensation after the army is transferred. On the other hand, vocational training, job creation for soldiers after completing military service and the assignment of management of party members who are discharged soldiers are still difficult, with low results.

To overcome the above limitations, the Provincial Party Committee Standing Committee has just issued Directive No. 31 on leading the work of selecting and calling citizens to join the army in 2024. Accordingly, the Provincial Party Committee Standing Committee requires strengthening propaganda,education and mobilization work for the people, especially the youth force, families with children of military age to understand and comply with the Law on Military Service, the Law on People's Public Security; fulfill well the civic duty for the cause of building and defending the Fatherland. Coordinate and unify the military recruitment work according to the "3 together" criteria (same review council, same health examination council, same day military service); ensure all stages and steps are in accordance with regulations, ensuring fairness, democracy and publicity to create high consensus among the people. Do not allow unqualified cases, especially those with criminal records, drug addiction, HIV/AIDS, mental illness and serious underlying diseases to join the army or take advantage of educational and health standards to evade or avoid military service and public security service. Carry out election work well, ensure democracy; the medical examination rate is not more than 4 citizens to choose 1 enlistment quota; ensure that all communes, wards and towns have citizens to join the army with the motto "recruiting people, ensuring that they are the ones who are guaranteed", minimizing compensation after handing over and receiving soldiers.

The Standing Committee of the Provincial Party Committee also directed to continue to send and recruit official party members who have graduated from high school to join the army, reaching 1% or more of the military recruitment target; prioritize calling citizens with intermediate, college and university degrees to join the army (striving to exceed the target compared to 2023); pay attention to sending young cadres, civil servants, public employees; children of cadres to join the army; select citizens with cultural, artistic, physical education and sports talents to contribute to improving the quality of young people joining the army. Priority is given to calling citizens who are ethnic minorities to join the army to contribute to creating a source of cadres for mountainous communes and ethnic minority areas. In cases where organizations and individuals intentionally violate the provisions of the law, the Provincial Party Committee requires agencies and localities to coordinate to strictly handle, especially acts of harassment, negativity, causing difficulties in military recruitment. At the same time, pay attention to doing a good job of counseling, supporting vocational training, giving priority to introducing jobs to create stable income for soldiers who have completed their military service, public security service, etc.
