The rural transport development project for the period of 2021 - 2025 is built on the viewpoint of developing rural transport in accordance with the strategy, socio -economic development planning, transport development planning in the province, in accordance with the national target programs for the period of 2021 - 2025. The objective of the project is to build district roads to reach level VI mountainous areas (or rural transport level A), asphalt or harden the road surface to the commune center, ensuring travel in all four seasons; renovate and upgrade commune roads to at least level A and B rural transport. Strive for over 85% of the length of district roads to have hardened road surfaces; over 85% of the length of commune roads to have hardened road surfaces; 100% of communes have hardened roads to the commune center; over 85% of alley roads to be hardened; build about 50 people's bridges according to the national target program for the period of 2021 - 2025; 100% of the kilometers of rural roads that have been fully invested in are managed and maintained according to regulations to best maintain the exploitation capacity of the route.
In the period of 2021 - 2025, localities have actively implemented investment in construction of traffic works according to plan, built, renovated and upgraded many rural traffic routes, especially village, hamlet and intra-field roads. By the end of 2024, the whole province mobilized investment resources of 1,332.2 billion VND to open 468 new rural traffic routes with a total length of 659 km, built 64 new bridges, including 4 suspension bridges with a total length of 1,211.2 m. Of which, 19 new district roads with a total length of 40.28 km were opened; 238 commune roads with a total length of 329.5 km; 211 village, hamlet and intra-field roads with a total length of 289.3 km. Investing 2,980.9 billion VND, people contributed 128,953 working days and 17.5 billion VND to renovate and repair 1,082 rural traffic routes with a total length of 1,705.5 km. Of which, 148 district roads with a total length of 507.8 km were renovated and repaired; 582 commune roads with a total length of 757.7 km were renovated and repaired; 352 village, hamlet and intra-field roads with a total length of 439.98 km were repaired; 8 residential bridges with a total length of 486 m were repaired.
After 4 years of implementing the Rural Transport Development Project for the period 2021 - 2025, the results of rural transport road construction have basically been completed according to the set plan. The whole province has invested in building new and renovating 548.1/561.3 km of district roads, reaching 97.65% of the plan; 1,087.2/606.6 km of commune roads, exceeding 79.2% of the plan; 729.3/1,002.9 km of village, hamlet and intra-field roads, reaching 72.7% of the plan; invested in building 64/50 people's bridges with a length of 1,211.2/900 m, exceeding 49.5% of the plan.
In 2024, the whole province will have about 6,673.9 km of local roads (including 1,041.7 km of provincial roads, 1,557.4 km of district roads, 4,074.8 km of communal roads); incomplete statistics show that there are about 3,940 km of village, hamlet and intra-field roads with roadbeds from 1 - 3 m. Regular road maintenance is carried out according to the allocation norms of the local budget for regular expenditures during the 2022 - 2025 budget stabilization period. The People's Committees of districts and cities have proactively carried out the work of managing and regularly maintaining provincial and district roads according to the volume of approved budget documents; organized the selection of contractors to carry out regular management and maintenance work according to the provincial road norm of 35 million VND/km/year; district roads of 28 million VND/km/year. The People's Committees of communes select contractors or assign contractors to local Teams and Groups to carry out regular maintenance of communal roads; sign contracts for bidding packages or assign plans to Teams, Groups and Community Groups at a rate of 3 million VND/km. Particularly for village, hamlet and intra-field roads, due to lack of funds, regular maintenance and repair work is mainly mobilized from the people.
Implementing the objectives and tasks of the Project, by the end of 2024, the whole province will harden the road surface of 1,275.8/1,527.7 km of district roads, reaching 84%; it is expected that by the end of 2025, it will reach at least 85% according to the plan. There are 2,229.4/4,074.4 km of commune roads with hardened road surfaces, reaching 55%. It is expected that by the end of 2025, the rate of hardening of commune roads will reach about 2,370/4,104 km, reaching 57.4%, not reaching the target of 85% of the length of commune roads with hardened road surfaces.
By the end of 2024, 151/161 communes will have roads to the commune center that have been paved, reaching 93.8%. There are 10 communes with roads to the commune center that have not met the paving criteria, including: 2 communes of Bao Lam district (Duc Hanh commune has 24 km/24 km and Vinh Phong has 2.5/12 km); 5 communes of Quang Hoa district (Tien Thanh commune has 1.1/23 km, Hanh Phuc has 1/18 km, Chi Thao has 2/6 km, Hong Quang has 5.5/12 km, Ngoc Dong has 3/14 km); 2 communes of Bao Lac district (Son Lo and Son Lap communes have 4.8/22 km); The Nguyen Binh town bypass project (Nguyen Binh) on National Highway 34 is under construction (the foundation has been completed, the crushed stone aggregate has been spread) and the road surface has not been completed. The Department of Construction is implementing the project and will be completed in 2025. Currently, the road to the commune centers is under construction and is expected to be completed by the end of 2025 to harden the road surface to the centers of 160/161 communes. According to statistics, the road to the center of Hong Quang commune (Quang Hoa) was paved before 2015, but the asphalt surface is now damaged and no longer meets the hardening criteria. There is currently no project to implement.
By the end of 2024, 1,171/1,462 villages and hamlets will have solidified traffic axes to the center, reaching 80.1%. It is expected that by the end of 2025, it will reach 85%, achieving the project's target. 128.95 billion VND has been invested to build 64 new bridges and repair 4 residential bridges, exceeding the target. 100% of the kilometers of rural roads that have been fully invested are organized, managed and maintained according to regulations to best maintain the exploitation capacity of the route.
In the coming time, the relevant departments will develop and implement the Rural Transport Development Project in Cao Bang province for the period 2025 - 2030 in accordance with the province's general socio-economic development plan; make a list of priority projects to propose investment in the following years. Actively propose and seek investment resources for rural road construction in the province. Manage investment capital well, mobilize and effectively integrate capital from national target programs and other capital sources to invest in the synchronous construction of the rural transport system, serving people's lives and socio-economic development.
Propaganda and mobilization of people to implement rural transport development according to the motto "The State and the people work together", promoting the supervision role of the people. Mobilize local resources, capital contributions of the people, mobilize the participation and contribution of all forces, especially the youth union members, armed forces, associations, and enterprises. Carry out well and effectively the management, maintenance, and protection of road safety corridors according to regulations, ensuring traffic safety. Promote propaganda among the people about self-management and self-maintenance of rural roads, raise people's awareness in the management and protection of rural transport routes in the locality.
