Focus on removing obstacles at the Hiep Hoa District Solid Waste Treatment Plant project

At the same time, visit the waste-to-energy plant model of T&J Green Energy Limited Company headquartered in Cuu Yen village, Ngu Thai commune, Thuan Thanh town ( Bac Ninh ). The scale of the waste-to-energy plant in Bac Ninh is 4.9 hectares, processing 500 tons of waste/day. Of which, it processes about 400 tons of domestic waste/day; industrial waste about more than 100 tons/day. Currently, the investor wishes to invest in this model at the Solid Waste Treatment Plant project, Hiep Hoa district.

It is known that the Provincial People's Committee assigned land to the Hiep Hoa District Investment and Construction Project Management Board to implement the Solid Waste Treatment Plant project in Decision No. 1352/QD-UBND, dated December 3, 2021. Of which, the construction area of ​​the Plant is nearly 5 hectares, and the construction of the road to the Plant is nearly 2,26 thousand m2.

Currently, the investor is the Joint Venture of Green Star Environment Company Limited and Investment and Trade Joint Stock Company - HHK, which has organized consultation to prepare an environmental impact assessment report to submit to the Ministry of Agriculture and Environment ; is preparing a technical economic report, a project feasibility study report, basic design, and fire prevention and fighting appraisal.

However, during the implementation process, there are some problems such as: Around the construction area of ​​the Factory are small roads, intra-field roads, making it difficult for investors during the project implementation process.

The plant is not included in Decision No. 262/QD-TTg dated April 1, 2024 of the Prime Minister approving the Plan to implement the National Power Development Plan for the 2021-2030 period, with a vision to 2030.

Based on the practical situation, at the working session, the investor proposed that the Provincial People's Committee soon approve the Decision on land allocation and land lease so that the investor has sufficient conditions to carry out construction licensing procedures and soon implement the project investment and construction.

Proposal to approve the additional planning to open a road from the Factory to Ring Road 4 or Provincial Road 398B. Proposal to increase the capacity of domestic waste treatment to 400 tons/day and extend the project implementation schedule to match the land handover schedule...

Through understanding the field of the project implementation area and visiting and surveying the waste-to-energy plant in Bac Ninh, comrade Pham Van Thinh affirmed that Bac Giang province's choice of an investor to implement the Solid Waste Treatment Plant project in Hiep Hoa district was correct.

In fact, the model of the Waste-to-Energy Plant in Bac Ninh province clearly shows the operating process of the circular plant, the quality of modern technology, and the indicators of emissions and waste ensuring the prescribed parameters and standards.

The Vice Chairman of the Provincial People's Committee emphasized that Bac Giang province will be determined to remove difficulties related to land allocation procedures and traffic routes so that the Solid Waste Treatment Plant project in Hiep Hoa district can soon start construction.

He directed the Department of Agriculture and Environment to closely coordinate with investors to advise on the development of a roadmap and specific tasks for implementation. Speed ​​up the progress of completing the approval of environmental impact assessment reports and land lease procedures for investors to implement the project. Review and re-evaluate the scale, capacity, and investment policy of the project to ensure that it is consistent with the local socio-economic development orientation.

In the immediate future, it is necessary to complete the land allocation to investors as soon as possible. At the same time, in May 2025, the construction of the road to the project area will be implemented, creating favorable conditions for investors to access the site and gradually construct the items.
