Since the National Assembly announced the draft Resolution amending the 2013 Constitution for public comment, Mr. Nguyen Quang Nong, a retired cadre in Tien Giang residential group, Hoang Van Thu ward ( Bac Giang city) has spent a lot of time researching and contributing ideas through the VNeID application software. With his experience as a key cadre at the commune level, then Vice Chairman of the Provincial Farmers' Association, Mr. Nong recognized the great significance of this Constitutional amendment. "I strongly agree with the contents of the draft amending and supplementing a number of articles of the 2013 Constitution. This is an important basis for our Party and State to continue to carry out the "revolution" in streamlining the organization and apparatus at all levels," Mr. Nong expressed.

According to Mr. Nong, amending and supplementing regulations on the Vietnam Fatherland Front and socio- political organizations is appropriate, because in the past, our country was still facing difficulties, and it was necessary to build large political organizations to propagate and mobilize all classes of people to build a new cultural life, develop production, etc. Nowadays, the awareness level of the majority of people has been improved. All information is transmitted on digital technology platforms, creating favorable conditions for people to access and grasp in a timely manner. Therefore, narrowing and rearranging the organization of mass organizations is reasonable.
Sharing the above viewpoint, comrade Nguyen Manh Thai, Secretary of the Party Committee of Song Mai Ward (Bac Giang City) strongly agrees with the contents of the draft amendment to the 2013 Constitution. He believes that ending the operation of district-level administrative units is in line with the situation and practical requirements, because currently the qualifications of commune-level cadres have basically been standardized; information technology and digital transformation have also been widely applied, so when the provincial level directs down to the commune level, bypassing the intermediate level of the district level, it will be faster and more effective.
This also makes the communal-level cadres no longer have the mindset of "relying" on asking for opinions from the district level, even though many matters can be decided immediately. Comrade Thai proposed that after establishing new communes and wards, the area will be larger and the population will be larger, so it is necessary to do a good job of digital transformation for all people, avoiding the situation where communal-level cadres "do it for" people when coming to transact and resolve administrative procedures. People must master information technology, proactively interact and transact with local authorities in the online environment.
From a lawyer's perspective, Ms. Giap Thi Van, Head of Kim Vinh An Law Office (Bac Giang Provincial Bar Association) commented that the member lawyers of the Provincial Bar Association basically agreed with the draft resolution amending and supplementing the 2013 Constitution, but also proposed to amend and supplement some contents, including Clause 2, Article 115, so that People's Council delegates still have the right to question the chief justice of the people's court, the chief prosecutor of the people's procuracy...
After learning that the local government and organizations were propagating and mobilizing people to participate in giving opinions on amending the 2013 Constitution, Mr. Pham Van Hao, Neo residential group, Tay Yen Tu town (Son Dong) also actively studied the related contents. Mr. Hao expressed his opinion: "I basically agree with the policy and content of this amendment. However, I hope that the names of the members of the Fatherland Front at all levels should remain the same to promote the role of that organization, ensuring the specificity of representing each social class."
Commenting on the amendment to the Constitution, Comrade Hoang Manh Ha, Head of the Propaganda and Mass Mobilization Committee of Lang Giang District Party Committee, said that this amendment and supplement will discuss two groups of contents related to the Vietnam Fatherland Front, socio-political organizations and the provisions in Chapter 9 of the 2013 Constitution to implement the model of organizing a two-level local government. At the same time, the provisions are to ensure that local governments operate smoothly and without interruption, in line with the roadmap for implementing the arrangement and merger of provincial and communal administrative units.
Immediately after the National Assembly's Constitutional Amendment Drafting Committee and the Provincial People's Committee had a Plan, Lang Giang district focused on disseminating and mobilizing cadres, party members, civil servants, public employees, workers and all people to give their opinions on the draft Constitutional amendment on the VNeID application. Through synthesis, up to now, 100% of cadres, party members and people have expressed their agreement and consensus with the contents of the Constitutional amendment, especially the contents of Chapter 9 of the 2013 Constitution to implement the 2-level local government organization model to ensure synchronization and timeliness.
Comrade Diem Hong Linh, Vice Chairman of the Provincial Fatherland Front Committee, said that this amendment and supplement not only clearly affirms the legal status of the Vietnam Fatherland Front as one of the three components of the political system, but also emphasizes the central role, linking the People with the Party and the State. To effectively promote this position, the Vietnam Fatherland Front must truly promote its role as "chair", orienting the activities of the entire Fatherland Front system; strengthen democratic consultation, coordination and unified action, mobilize the combined strength of member organizations in implementing the common key task groups of the Fatherland Front and the organizations after the arrangement; at the same time, must respect and promote the initiative, flexibility, creativity and working methods of each member; Selecting the right and precise key tasks, having high consensus in assigning the lead and coordinating implementation to have a real qualitative change in the organizational structure and operating methods of the Vietnam Fatherland Front after implementing the organization and streamlining of the apparatus.
Currently, Party committees at all levels, authorities, the Fatherland Front, socio-political organizations, and functional agencies and units in the province are continuing to focus on propagating and mobilizing cadres and people to give their opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution in many forms, possibly through direct comments on the VNeID application, the National Assembly Electronic Information Portal, the Government Electronic Information Portal and a number of provincial electronic information portals or through conferences, seminars, and talks... The provincial authorities will summarize the results of comments before May 28, 2025. It can be said that, in general, the opinions are basically in agreement with the draft amendment to the 2013 Constitution, demonstrating enthusiasm and high responsibility with the desire that the Party's guidelines and policies, and the State's policies and laws will soon come into life.
