Accordingly, with just a few operations on a smartphone, users can log in to the application, select the “Constitutional Amendment Suggestions” section, write their comments and send them. Collecting public opinions via the VNeID application is not only an innovation in form, but also a step forward in state management thinking from passive administration to active interaction, with people at the center.
