Delegate Nguyen Thi Viet Nga said that voters acknowledged and highly appreciated the social security policies that have been issued in recent times and are being considered by the National Assembly . Social security policies play an important role in stabilizing people's lives, especially the disadvantaged in society.

However, delegates said that for social security policies to be truly effective, there must be guaranteed resources and timely and on-schedule implementation. For social security policies passed by the National Assembly and issued by the Government , resources must be immediately allocated and implemented on schedule and on schedule, avoiding the situation where policies exist but implementation is delayed.

"This sometimes makes beneficiaries dissatisfied, even disappointed. There may be many reasons, but one reason is that the central and local budgets have not been allocated in time for implementation, leading to delays," said delegate Nga.

Delegate Nguyen Thi Viet Nga gave an example of the policy to support the construction and repair of houses for people with meritorious services. This is a very correct and effective policy, but in many localities, from the time people apply for support to the time they receive it is quite a long time.

The delegate said that in some places, people had to wait for months, and even petition many times before their cases were resolved. “There were even cases where, through contact with voters and citizens, we received feedback that there were people who had contributed to the process of filing their applications and waited until they died but still did not receive the policy,” said delegate Nga.

Therefore, delegate Nguyen Thi Viet Nga said that slow implementation of social security policies will affect the material and spiritual life, and even the trust of beneficiaries.

“In the near future, many more social security policies will be issued. Therefore, the implementation organization as well as the allocation of sufficient budget for implementation are extremely important, especially for policies that require a lot of resources. I suggest that there should be a clear and reasonable roadmap to avoid the situation where policies are issued but cannot be implemented immediately,” suggested the Russian delegate.
