The festival is organized by the Ministry of Public Security , aiming to celebrate the 80th anniversary of the People's Public Security Traditional Day and the 20th anniversary of the National Day for National Security Protection (August 19).

The festival was held in 4 regions nationwide with the participation of 83 public security art troupes from units and localities and 4 troupes from the People's Army; 456 performances of 4 art forms (singing, dancing, music, drama).
At the end of 4 regions, 35/92 First Prize winning performances were selected to enter the National Final Round, including the song "Legend of the People's Police Heroine" by Bac Giang Provincial Police.
At the final Gala, the performance “Legend of the People’s Public Security Heroine” continued to win First Prize. The song was written about the first female heroic martyr of the Vietnam People’s Public Security Force named Cao Ky Van, a female spy of the Bac Giang Public Security Department, who died in 1950 at the age of 25.

This song was composed by Lieutenant Colonel, Doctor Le Thanh Van, Deputy Head of the Political Affairs Department, Bac Giang Provincial Police. Musician, Captain Hoang Dang, Nghe An Provincial Police, composed the music. Captain Phan Manh Thang, officer of the Political Affairs Department, Bac Giang Provincial Police, performed it.
