Focus on attracting resources for development in the new phase

After 60 years, new projects, with strong imprints, have completely changed the appearance of Quang Ninh, creating momentum for the province to develop.

Appearance changes dramatically

Identifying synchronous infrastructure as a solid foundation and lever to promote socio-economic development, over the past years, the provincial Party Committee and government have focused on researching and mobilizing capital to build seaport traffic, electricity networks, water supply and drainage, environmental sanitation; expanding urban, industrial, tourism, border economic zones and many public cultural and welfare works.

After 60 years, new projects, with strong imprints, have completely changed the appearance of Quang Ninh, creating momentum for the province to develop.

Specifically, September 1, 2022 is an important milestone marking the event of Quang Ninh completing the provincial expressway axis, connecting the country's northernmost point - Mong Cai City with Hanoi. This is also the time when the province officially owns a diversified and synchronized transportation system with both an airport, an international port and a provincial expressway, becoming the province with the fastest developing transport infrastructure in the country.

The impressive thing is that the capital for the projects is largely from the private sector. This has contributed significantly to opening up regional connections, shortening time and distance, and opening up new development space for the whole region.

Up to now, the projects put into operation by Quang Ninh have quickly shown their effectiveness after investment when the number of tourists to the country's Mong Cai increased to a record level when the highway was completed, international flights to Quang Ninh only 5 months after being put into operation and Ha Long passenger port is the meeting place of the world's most luxurious cruise ships.

Transport projects have made Quang Ninh the province with the most diverse, synchronous and fastest development of transport infrastructure in the country in all three types: road, air and sea.

The projects are connected and linked to the economic-cultural-tourist centers of the province, forming a comprehensive, seamless connection chain, shortening distance and time, expanding development space; opening up and promoting the potential of dynamic areas, creating a prosperous Quang Ninh, an important growth pole of the Northern region of Vietnam.

In parallel with the completion of the main traffic route, the expressway, the province has deployed many other connecting traffic projects to form a regional linkage chain such as the road connecting Lang Son, Bac Giang, Bac Ninh, Hai Duong and Hai Phong... which are projects formed on the basis of cooperation and joint investment to spread benefits.

The province is ready to share airports and seaports with Lang Son and Bac Giang through new connecting routes, and share highways with the Red River Delta to reach the Chinese market of more than 1.4 billion people faster. Quang Ninh's projects are the conditions and premises for the Government to create a dynamic northern traffic corridor by connecting the eastern highway axis.

Currently, Quang Ninh is one of the leading localities in terms of development speed and completion of a synchronous, modern, interconnected and comprehensive socio-economic infrastructure system. This contributes to promoting regional connectivity, territorial cooperation, creating new development corridors and spaces, calculated and considered with landscape and architectural construction bearing the local identity.

Building a long-term strategy

To meet the requirements of the new period, Quang Ninh determines that social resources will still be important and a breakthrough for development.

From that perspective, from the experiences and successes that have been built, the province will continue to innovate and have more creative ways to attract and use investment resources, ensuring focus, key points and promoting efficiency, so that each project and work is completed and put into use to improve people's lives. This is also the main driving force for the growth target and implementation of the province's socio-economic development tasks in the coming period.

Prime Minister Pham Minh Chinh: "The Van Don-Mong Cai Expressway is a road of aspiration and belief because it has broken the province's monopoly on traffic. Now Quang Ninh has an expressway, a coastal road, and an airport."

In the planning period 2021-2030, vision 2050, Quang Ninh continues to attach importance to foreign investment (FDI) resources, and will implement many solutions to turn this resource into an important development driving force of the province.

Mr. Nguyen Xuan Ky, Member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee, repeatedly affirmed that: "Quang Ninh focuses on attracting new-generation FDI investment with a focus and key points, creating a position of intertwining attraction from Northeast Asia. From there, priority will be given to new-generation FDI projects that use less resources (less land, less labor, less energy, less pollution); processing, manufacturing, high-tech, clean-tech projects, with high added value, modern management, positive spillover effects, connecting global production and supply chains..."

From that orientation, Quang Ninh determined to take advantage of opportunities from potentials and advantages, determined to attract multinational and multi-industry corporations with leading roles in industries and fields where the province has outstanding competitive advantages and distinct potential.

Including tourism, modern comprehensive services, processing and manufacturing industries, high-tech industries, smart technology, supporting industries, marine economy, logistics, clean energy, etc.

To promote FDI attraction, Quang Ninh has issued many support policies for businesses and investors, such as: Support policies and investment priorities in industrial parks (IPs) and economic zones (EZs) in the province regarding site clearance costs, investment in wastewater treatment systems, vocational training support for workers at secondary enterprises in IPs and EZs, support for businesses in applying science and technology in production and business, support for credit capital, improving the quality of public services, etc.

In particular, the province has developed an investment promotion program for 2023, focusing on researching and evaluating potential, markets, trends and investment partners; building images, introducing the environment, policies, potentials, opportunities and investment connections; supporting, guiding and facilitating investment activities...

In the long term, the province sets a goal that by 2030 it will become one of the dynamic and comprehensive development centers, an international tourism center, a marine economic center, a gateway to the key economic region of the North and the whole country, a sustainable urban development model following the green growth model, adapting to climate change; a solid provincial defense zone in terms of national defense and security and a frontline of international economic cooperation and competition; an average GRDP of more than 15,000 USD/person/year.

By 2045, it will be a modern service and industrial province, a large urban area of regional and international stature, one of the locomotives promoting national economic development with the main growth drivers being services, tourism, innovation, having a solid economic foundation, and high competitiveness; people have income levels equivalent to those of developed countries; harmonious economic development between urban and rural areas; firmly ensuring national defense and security.

With clear goals and missions, a solid foundation after 60 years of establishment; combined with a long-term strategic vision, determination and flexibility in the direction and management of generations of leaders; and the comparative advantages bestowed by nature, we believe that Quang Ninh will continue to become a "magnet" attracting resources for development in the new period.
