Focus on drastic implementation of solutions to promote disbursement of public investment capital

Disbursement of public investment capital is always considered a very important political task, because this is an issue that has a huge impact on the development of the national economy and each locality. With such special importance, every year, from the beginning of the year, the Government, ministries, branches and localities have documents directing, urging and proposing solutions to promote the disbursement of public investment capital. However, due to many reasons, the disbursement of public investment capital in many units and localities is often slow, and in general, the disbursement progress over the years nationwide has not met the plan.

Faced with the situation of public investment disbursement always being behind schedule, in 2025, right after the Lunar New Year holiday, the Government issued Resolution 27/NQ-CP dated February 7, 2025, requesting ministries, agencies and localities to urgently complete investment procedures, allocate detailed public investment plans for 2025 to tasks and projects; accelerate implementation and disbursement of public investment capital from the beginning of the year, striving for the public investment disbursement rate in 2025 to reach 95% of the plan assigned by the Prime Minister . In addition, from February to April 2025 alone, the Prime Minister issued 3 telegrams to promote the disbursement of public investment capital.

However, the disbursement result by the end of April 2025 is estimated to reach 15.56% of the plan assigned by the Prime Minister, lower than the same period in 2024 (16.64%); of which 24 ministries, central agencies and 12 localities have disbursement rates lower than the national average, especially 9 ministries and central agencies have not disbursed; 15 ministries and central agencies disbursed less than 5%; 12 localities disbursed less than 10%.

In order to promote the disbursement of public investment capital, recently, in Resolution 124/NQ-CP dated May 8, 2025, the Prime Minister requested ministries, agencies and localities to further promote the role and responsibility of the head, focus on leadership, direction and serious, drastic and effective implementation of tasks and solutions to promote the disbursement of public investment capital according to the direction of the Government and the Prime Minister, strive to achieve a disbursement rate of 100% of the plan assigned by the Prime Minister; take full responsibility before the Government and the Prime Minister for the results of the allocation and disbursement of public investment capital in 2025 of their ministries, agencies and localities, and prevent loss and waste.

Strengthen the activities of the Prime Minister's Working Group and working delegations of Government members to work with localities to promptly urge and handle difficulties and obstacles, promote production and business, create jobs and livelihoods for people, disburse public investment capital, import and export, build infrastructure, social housing, important and key national infrastructure projects and works, emulation movements to eliminate temporary and dilapidated houses, and national target programs in the locality to strive for the national GDP growth target of 8% or more in 2025.

Previously, the Prime Minister established 7 Working Groups to inspect, urge, remove difficulties and obstacles, and promote the annual disbursement of public investment capital at ministries, central agencies and localities. Of which, Quang Tri province belongs to Working Group No. 2 headed by Deputy Prime Minister Tran Hong Ha. On May 13, 2025, the Government Office issued Notice 223/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting with ministries, central agencies and localities under Working Group No. 2.

Accordingly, there are 6 ministries, branches and localities with disbursement rates lower than the national average (Hanoi National University, Hanoi City, Quang Tri, Ho Chi Minh City National University, Ministry of Agriculture and Environment, Ministry of Construction) that need to learn from experience, speed up investment procedures and construction implementation in the coming time.

Working Group No. 2 is one of the working groups with the largest amount of capital among the 7 working groups of the Government (assigned 253,255 billion VND, accounting for 30.6% of the total investment capital plan assigned by the Prime Minister of the whole country), therefore, the disbursement results of Working Group No. 2 greatly affect the overall disbursement results of the whole country.

In order to strive to complete the target of disbursing public investment capital in 2025, the Deputy Prime Minister requested ministries, branches and localities to focus on implementing drastic solutions to promote disbursement of public investment capital; in which it is necessary to speed up site clearance, construction progress, and remove difficulties and obstacles related to land and resources...

Strengthen on-site inspection and supervision, urge contractors and consultants to speed up progress; proactively review and transfer capital according to authority between projects with slow disbursement to projects with better disbursement capacity and lacking capital according to regulations; assign specific leaders responsible for monitoring implementation progress; closely follow and promptly resolve difficulties in a substantive and effective manner according to authority; if beyond authority, report to competent authorities according to regulations.
