Focus on promoting major, key topics from now until the 14th National Party Congress

In order to create high unity in leadership, direction, and organization of propaganda activities on major and key topics from now until the 14th National Party Congress, according to Plan No. 560-KH/BTGTW of the Central Propaganda Department; on December 23, 2024, the Provincial Party Standing Committee issued Plan No. 361-KH/TU on implementing the above content. Accordingly, the roadmap and propaganda content are divided into 2 stages, including:

Period from now until the end of 2024 (focusing on 3 main contents):

Firstly, propagating “New belief, new spirit”: This content focuses on propagating the achievements and outstanding marks of the country and the province in all fields; affirming the correct and wise leadership of the Party as the leading factor deciding all victories of the Vietnamese revolution; strongly arousing the pride and confidence of cadres, party members and people in the development of the country in the new period.

Affirming the high solidarity and unity within the Party; analyzing and disseminating the viewpoints, thoughts and major orientations expressed through the articles and speeches of General Secretary To Lam , demonstrating the strategic vision and ideology associated with practical actions, highly appreciated by cadres, party members, and public opinion at home and abroad, with expectations for the country's rise in the new era.

Raise the political determination of Party committees, Party organizations, authorities at all levels and sectors: Be determined, determined to do, have drastic, decisive, accelerated and breakthrough solutions to successfully carry out the socio-economic development tasks in 2024 and deploy the tasks in 2025, achieve the set goals and targets, contribute to the successful implementation of the Resolution of the 14th Provincial Party Congress, Resolution of the 13th National Party Congress.

Promote patriotic emulation movements, make achievements to celebrate major holidays and important historical events of the country and the province in 2025, party congresses at all levels, the 15th Provincial Party Congress, towards the 14th National Party Congress; create new motivation, new spirit, new efforts, new determination for the entire Party, the entire people, the entire army to firmly overcome all difficulties and challenges, take advantage of opportunities and advantages, and bring the homeland and the country to continue to develop rapidly and sustainably. Promote propaganda work to create an exciting atmosphere, proud of the comprehensive development of the country, encourage the spirit of solidarity, belief, optimism of cadres, party members and people of all walks of life towards the bright future of the country in the new era.

Second, promote "the country's foundation, potential, position, and international prestige after 40 years of renovation": Focus on promoting the affirmation that after 40 years of renovation, "Our country has never had such foundation, potential, position, and international prestige as today" demonstrated through impressive achievements and figures on the scale of growth and ranking of the Vietnamese economy in the world; our country's position and prestige in the international arena are increasingly enhanced.

Analyze the factors that have contributed to the great achievements after 40 years of national renovation, emphasizing and deepening the decisive factors such as: Patriotism, great national unity, self-reliance, aspiration for national development; especially the wise and talented leadership of the Party - the decisive factor for all victories of the Vietnamese revolution. Propagating positive information from countries, international organizations, experts, researchers, and international press and media about Vietnam.

Third, promote “Opportunities, challenges and historical responsibilities of the Party to bring the country forward in the new era”: Focus on clarifying the connotation of the new era, the era of the nation’s rise. Affirm that this is the era of development, the era of prosperity under the leadership and rule of the Communist Party of Vietnam, successfully building a socialist Vietnam, “rich people, strong country, democracy, fairness, civilization”, on par with the world powers. All people have a prosperous and happy life, are supported to develop and enrich themselves; contribute more and more to the peace, stability, development of the region and the world, to the progress, happiness of humanity and global civilization. The time to start the new era is the 14th National Congress of the Party.

Analyze and evaluate the epochal changes of the world and regional situation; the difficulties, challenges and opportunities for Vietnam; the goals, visions and prospects for national development with historical milestones until 2030 and 2045. Analyze the great achievements and historical experiences of the Party in the process of leading the revolution in our country. Clarify the theoretical and practical basis to see the great responsibility, role and historical mission of the Party for the development of the country and the nation in the new period. Affirm strengthening solidarity within the Party, promoting the strength of great national solidarity, combining national strength with the strength of the times, making the most of opportunities and advantages, pushing back risks and challenges, promoting the great achievements gained over nearly 40 years of implementing the renovation process as conditions for the country to develop comprehensively, strongly, break through and take off.

Period from 2025 to the 14th National Party Congress:

Continue to promote regular, continuous, focused propaganda on the three major topics mentioned above in conjunction with propaganda for Party Congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress and the celebration of major holidays and important historical events of the country and the province in 2025. Strengthen the protection of the Party's ideological foundation; fight and prevent bad, toxic information, wrong, hostile views, and sabotage against the Party, State, and regime; and divide and sabotage the great national unity bloc.

Strongly propagate the drastic implementation of tasks and solutions for Party building, economic, cultural, social, national defense, security and foreign affairs development in 2025 and the following years; reflect the determination of leadership and direction of Party committees and authorities at all levels in implementing political tasks; encourage cadres, party members and people to promote the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride", solidarity, trust, and efforts to successfully implement the goals and tasks set forth by the Resolution of the 14th Provincial Party Congress and the Resolution of the 13th National Party Congress. Foreign information on the achievements of innovation, development and deep international integration of the country and the province; strengthen Vietnam's foreign relations with partners; promote the image of a peaceful, cooperative and developing Vietnam; information and propaganda on protecting national border sovereignty, democracy, human rights, etc.

In order to implement the above contents most effectively, the Provincial Party Standing Committee requires Party committees, Party executive committees, Party delegations, Provincial Youth Union Standing Committee; District Party Committees, City Party Committees, and affiliated Party Committees to closely follow the roadmap, content, develop plans, and assign specific responsibilities so that propaganda work is carried out proactively, consistently, and synchronously. Agencies, units, localities, and socio-political organizations are assigned tasks and organize the posting of news, articles, infographics, video clips, etc. on social networks (Facebook, Zalo, YouTube, TikTok, etc.). Press agencies open specialized pages and columns; build news routes, articles, programs, organize seminars, and forums to discuss the above major and key topics. Use many types of journalism to help the public easily grasp and access; provide information and propaganda on the media platforms of press agencies such as: Print newspapers, radio, television, and electronic newspapers to spread information.
