On May 12, the Department of Home Affairs of Tay Ninh province sent a document to the Department of Finance proposing a policy to support cadres, civil servants, and public employees (CBCCVC) when arranging work at the administrative centers of provincial and commune-level administrative units after the merger.
Tay Ninh proposes to support travel, accommodation and living expenses for officials, civil servants and public employees after the arrangement.
Accordingly, the Department of Home Affairs proposed to support three main expenses including travel, accommodation and living expenses for civil servants and public employees working at agencies and units after re-arranging their work positions according to the administrative unit arrangement project.
Support staff working at provincial administrative centers
Specifically, the travel expense support level is fixed at 200,000 VND/trip, two trips per week (round trip), equivalent to 400,000 VND/person/week, or 1.6 million VND/person/month.
The proposed accommodation rental cost is 2 million VND/person/month. Regarding living expenses, the Department of Home Affairs applies the 50% accommodation allowance according to Circular No. 12/2025/TT-BTC, equivalent to 150,000 VND/day, applied for 22 working days, totaling 3.3 million VND/person/month.
Thus, in total, the monthly support level for civil servants working at the new provincial administrative center after the arrangement is about 6.9 million VND/person/month, equivalent to 82.8 million VND/person/year.
Support provincial officials in working at the commune level
For provincial-level civil servants who are transferred to work at commune-level administrative centers after the merger, if the distance between the old and new workplaces is over 30km, they will receive support of VND 1.2 million/person/month. In addition, for female cadres, they will receive an additional support of VND 300,000/month.
This support level is proposed to be applied in the first three years from the date of the decision to reorganize and merge administrative units by the competent authority. After this period, the province will balance the budget to consider appropriate policies.
The above proposal aims to create conditions for stabilizing work and life for civil servants and public employees in the context that the province is implementing the arrangement and merger of commune-level and district-level administrative units according to the Central Government's policy.
