BPO - Implementing Directive No. 42/CT-TTg dated November 9, 2024 of the Prime Minister on accelerating the implementation of eliminating temporary and dilapidated houses nationwide, Binh Phuoc province has urgently reviewed and compiled statistics on the current situation, resolutely implemented and completed the program before April 30, 2025, 6 months earlier than the Prime Minister's regulations and 2 months earlier than the province's plan. This is a program of profound humanitarian significance, helping poor, near-poor, and disadvantaged households have stable housing, overcome difficulties, and shorten the gap in living standards, especially households in remote, isolated, and border areas.

THE “BRICKS” THAT BUILD TRUST

Binh Phuoc currently has 40 ethnic minority groups living, accounting for nearly 20% of the province's population. Due to the high number of poor households in the province, while the annual poverty reduction rate is low, in 2019, the Provincial People's Committee issued a program to reduce 1,000 poor ethnic minority households. Thanks to the right policy, in the period of 2019-2023, Binh Phuoc has reduced nearly 6,600 poor ethnic minority households, exceeding the target of reducing 1,000 poor ethnic minority households per year as planned. To achieve this goal, Binh Phuoc has effectively utilized funding sources and diversified support forms, thereby making an important contribution to helping ethnic minorities improve their lives.

5 years reduced nearly 6,600 poor households

For poor, near-poor and disadvantaged households, having income to spend on daily living is already difficult, but for ethnic minorities living in remote, isolated and border areas, it is even more difficult. Therefore, having a livelihood and housing is an impossible dream for many households. Therefore, the Program to reduce 1,000 poor ethnic minority households has brought great significance to social security, people's trust in the Party, solidarity and consensus among the people to join hands for the poor, "leaving no one behind".

In implementing the program, Binh Phuoc has shown high political determination, along with the consensus and support of people from all walks of life inside and outside the province. In just 5 years (2019-2023), the province has allocated over 675 billion VND to support the construction and repair of houses; residential land; support for livestock and crop farming; training, job conversion... for poor ethnic minority households. Of which, the provincial "For the Poor" Fund has mobilized support to build 2,178 solidarity houses, worth 149.6 billion VND; repaired 53 houses, worth 1.59 billion VND for poor ethnic minorities with housing difficulties. The donated houses ensure the 3 hard standards (hard walls, hard roofs, hard floors) and follow the motto "State support, community help, beneficiary families contribute more".

The model of supporting breeding cows has helped many households escape poverty and stabilize their lives.

To effectively promote support resources, specialized agencies have based on the poverty reduction targets of each locality, especially for poor ethnic minority households based on the list of poverty reduction registration. Districts, towns and cities survey the support needs of each household to make plans to propose supplementing the missing targets. In that spirit, in the period of 2019-2023, the whole province has 3,311 households supported with housing; 82 households supported with residential land; 1,622 households supported with toilet construction; 2,135 households supported with domestic water; 6,440 households supported with job conversion; 1,353 households supported with electricity; 1,092 households supported with televisions and 3,125 households supported with preferential loans from the social policy bank.

According to the Standing Committee Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee Tran Tuyet Minh, the annual poverty reduction rate in ethnic minority areas in the province during the 2016-2018 period was low, only decreasing by about 1.15% each year. Not only that, the rate of poor households of ethnic minorities in the total number of poor households in the province also tends to increase. Therefore, the Program to reduce 1,000 poor ethnic minority households was issued with the aim of providing more resources for ethnic minorities to escape poverty.

Thanks to the attention of the Central Government, the high determination of the political system, as well as the support of the people, philanthropists, and businesses, in the period of 2019-2023, the whole province has reduced 6,598 poor ethnic minority households, exceeding the annual target of reducing 1,000 poor households as set out in the program. This is a great, impressive, and spectacular result, contributing to comprehensively changing the lives of ethnic minorities in the province.

One center - 3 pillars - multi-approach

Instead of supporting in the form of passive "give - receive" as before, the Program to reduce 1,000 poor ethnic minority households is implemented according to the motto "one center - 3 pillars - multiple approaches". That is, taking the poor as the center; combining 3 pillars, including integrating capital sources with national target programs; the entire political system directly participating from the province to the grassroots; mobilizing all social classes to participate. The poor and poor households choose to learn a trade, choose a livelihood model suitable to local conditions, receive vocational training and access social security policies, improving the quality of life.

For example, in the past, each poor household only received support from policies on health, education, housing, electricity, loans, etc. in a passive manner from top to bottom because it was a common policy for all poor people. However, the Program to reduce 1,000 poor ethnic minority households in Binh Phuoc has its own specific characteristics. That was shown in the initial stage, the program only supported 14 needs with 11 policies, later increased to 25 needs integrated in 8 policy groups, specifically: support for residential land; housing (building houses, repairing houses); toilets, domestic water (digging wells, drilling wells, water tanks, pumping water); grid electricity (pulling electricity, solar power) ... creating favorable conditions for ethnic minorities to choose appropriate forms of support for economic development.

In the border district of Loc Ninh, there are 16 communes and towns, including 8 communes in ethnic minority and mountainous areas. It is known that the whole district has more than 114 thousand people, of which nearly 25 thousand are ethnic minorities, accounting for 21.7% of the district's population. The large border area and high proportion of ethnic minorities are considered barriers causing many difficulties in the locality's sustainable poverty reduction work. However, since implementing the Program to reduce 1,000 poor ethnic minority households, in 5 years the district has supported 1,979 needs, equivalent to nearly 60 billion VND. With the right, accurate and timely support resources, poor ethnic minority households have been helped to develop their economy, stabilize their lives, their material life is increasingly guaranteed, the traditional cultural identity of the nation is preserved; political security, social order and safety in the border area are always maintained. Thanks to that, in the period of 2019-2023, the district has reduced 924 poor ethnic minority households.

For Bu Dang district, where there are 31 ethnic groups, with more than 57,000 ethnic minorities, accounting for over 40% of the district's population. In early 2019, the whole district still had 1,488 poor households, 790 near-poor households, of which 959 were poor households and 449 were near-poor ethnic minority households. After 5 years of implementing the Program to reduce 1,000 poor ethnic minority households, with support resources, the district has allocated over 120 billion VND to support housing for 586 households; support residential land for 35 households; toilets for 127 households; domestic water for 616 households; job conversion for 1,356 needs; electricity for 316 households; preferential loans from the social policy bank for 57 households.

Mr. Nguyen Van Luu, Vice Chairman of Bu Dang District People's Committee, said: Along with national target programs, the Program to reduce 1,000 poor ethnic minority households of the province has contributed to changing the entire face of the countryside, especially the ethnic minority areas. People's lives are increasingly improved, health, education programs, and information networks meet the needs of the people well. Thanks to that, in the period of 2019-2023, the whole district has reduced 1,430 poor households. This is an extremely great result, demonstrating the profound humanity of the program, which has received the consensus and high support of the majority of people, especially ethnic minorities in the district.

The poverty reduction results in ethnic minority areas have become a stepping stone for the province's poverty reduction work to change in a fast and sustainable direction. This is also the proof to answer the question of why a difficult province like Binh Phuoc, but when implementing the program to eliminate temporary and dilapidated houses, the whole province only has 765 houses that need to be rebuilt and repaired. Because for many years, the province has made efforts to build thousands of houses for poor and near-poor households, policy families, and meritorious people from state resources and social contributions.
