The working trip aimed to learn about the organizational model, operating mechanism, investment capital sources, business attraction policies and operating methods of national and local innovation centers to serve as a basis for building a suitable model in Tay Ninh province.

Working Group at the National Innovation Center (NIC)
The first working session took place at the National Innovation Center (NIC). The delegation was received by NIC Director Vu Quoc Huy and representatives of specialized departments and shared about the development orientation of NIC in recent times.
Accordingly, NIC is developed in the direction of becoming a national innovation center, operating with an advanced, flexible governance model, suitable for market mechanisms and prioritizing the creation of the most favorable environment for innovative enterprises.
NIC not only focuses on investing in modern facilities – including technology laboratories, product testing spaces (testbeds), co-working spaces, business incubators and accelerators – but also proactively mobilizes socialized resources, attracting large domestic and foreign technology enterprises to participate in investment and operation.
NIC's highlight is its ability to connect the international ecosystem through strategic cooperation with leading technology corporations such as Google, Meta, Samsung, AWS, ... venture capital funds and startup support organizations from Singapore, Korea, Israel.
Through training, consulting, technology transfer and investment promotion programs, NIC has become a “launching pad” for Vietnamese startups and technology enterprises to access global resources. This is a successful model in creating an ecosystem with close links between the State – Enterprises – Institutes/Schools – Investors – International partners, promoting technology commercialization and forming innovative products capable of reaching international markets.

On the same afternoon, the delegation had a working session at the Hanoi Department of Science and Technology. The delegation was received by Director Tran Anh Tuan, with the participation of leaders of the Departments of Finance, Home Affairs, Justice and specialized departments and offices.
The Hanoi Department of Science and Technology shared its experience in researching the model of establishing an Innovation Center in the form of a joint stock company, in which the State holds a controlling stake to ensure strategic orientation, while mobilizing capital contributions and management capacity from private enterprises and institutes and schools. Notably, the transparent governance mechanism, clear KPIs and periodic assessments help the Center operate effectively and flexibly according to market mechanisms while still ensuring public responsibility.

Based on the synthesis of information from the two models, the Working Group on the Project to establish the Tay Ninh Provincial Innovation Center drew many important lessons, especially the principle of combining the leading role of the State with the resources and flexibility of the private sector, while focusing on the governance mechanism based on output results, associated with a transparent evaluation indicator system.
This is the basis for the Working Group to complete the draft Project to establish the Provincial Innovation Center, aiming to build the Tay Ninh Provincial Innovation Center according to a modern model, capable of attracting investment, connecting the science - technology - innovation ecosystem, creating a driving force to promote socio-economic growth in the period 2025-2030 and the following years./.
