No more traffic jams at Tan Son Nhat airport this Tet

This morning (June 21), the Ho Chi Minh City Transport Construction Investment Project Management Board (TCIP) officially started construction of the Tan Ky Tan Quy Bridge project (Binh Tan District). This is the first project in Ho Chi Minh City to apply the mechanism of converting from the previous BOT project to the form of public investment.

The news of the restart of Tan Ky Tan Quy bridge has made hundreds of households living around this area breathe a sigh of relief. Previously, the bridge was designed with a length of 80 m, a width of 16 m, and a 225 m approach road, and was started in 2018 with an investment capital of 312 billion VND under the BOT form, expected to be completed the same year. However, in December 2018, when about 70% of the volume had been completed, the project had to be temporarily suspended due to land clearance problems and not being in accordance with the legal regulations on BOT contracts at that time. Tan Ky Tan Quy bridge has been "frozen" for more than 5 years, only the middle part of the bridge has taken shape, surrounded by "bunkers" and two temporary iron bridges for people to travel while waiting.

At the end of September 2022, the Ho Chi Minh City People's Committee issued a decision to stop and terminate the implementation of the project to build the new Tan Ky Tan Quy bridge under the BOT contract form to switch to public investment. By the end of 2022, the City People's Council approved the use of more than 491 billion VND to complete this project.

Tan Son Nhat Gateway is one of the traffic congestion points of Ho Chi Minh City.

According to TCIP leaders, the project is expected to be completed in about 6 months and open to traffic on December 31 this year. It is expected that after completion, Tan Ky Tan Quy Bridge, along with Tan Ky Tan Quy Road, which is being upgraded and expanded (expected to be completed in October 2024), will form a smooth traffic axis connecting National Highway 1A to the city center and Tan Son Nhat International Airport. This is one of the most anticipated projects, among the 10 key projects to reduce congestion at the airport gateway area.

Along with Tan Ky Tan Quy Bridge and Tan Ky Tan Quy Road expansion project, TCIP is also accelerating the expansion of the Tran Quoc Hoan - Cong Hoa road (Tan Binh District). Currently, the underpass is over 400 m long, of which the road leading to the tunnel on the Hoang Van Thu Park side is about 140 m long and the road leading to the tunnel on the Air Traffic Management Center side is over 180 m long, which has taken shape after more than 1 year of construction. Contractors are focusing on human resources to construct a closed tunnel section over 40 m long.

The overpass in front of Terminal T3 of Tan Son Nhat Airport, 988 m long, 17 m wide (4 lanes), has also completed the rough construction. At the starting point of the project adjacent to Cong Hoa Street, the foundation has been completed and is waiting for asphalt paving. Mr. Luong Minh Phuc, Director of TCIP, informed that the Tran Quoc Hoan - Phan Thuc Duyen underpass project has reached more than 80% of the volume, expected to be completed in August. The upcoming project will build another underpass at the Truong Chinh - Tan Ky Tan Quy intersection. The entire project has reached more than 50% of the volume, expected to be completed by the end of this year.

Nearby, the Hoang Hoa Tham Street expansion project with a total investment of nearly 300 billion VND has also begun to relocate technical infrastructure after completing the relocation of trees. The nearly 800 m long road from the military barracks gate (adjacent to the airport) to Cong Hoa Street will be expanded from 8-10 m to 22 m. Tan Binh District is actively encouraging people to promptly hand over the remaining land to the investor, after which the contractor will deploy many construction teams to speed up the project's progress, completing it by the end of the year.

Thus, right before the Lunar New Year 2025, the gateway area of ​​Tan Son Nhat airport will have 4 key projects completed, together "helping" to relieve traffic pressure on existing routes that are currently seriously overloaded.

Total effort to keep the airport clear inside and out

While the external connecting traffic routes are speeding towards the finish line, inside the T3 terminal construction site, nearly 2,000 engineers, workers and 400 vehicles and equipment are working tirelessly throughout the holidays and Tet to shorten the progress of this key project.

Mr. Le Khac Hong, Head of the T3 Terminal Construction Project Management Board, said that the overall progress of the project has reached about 60%. Of which, the rough part of the passenger terminal has been completed 100%, 15 days ahead of schedule. The parking lot (2 basements, 4 upper floors) has reached 96% progress, expected to be completed by June 30. Currently, the contractor is assembling the steel frame structure, glass walls and roofing the terminal. This is the key part of the project, carried out in a rolling manner, with the steel structure being erected and the roof and glass walls being installed to ensure the completion and installation of indoor equipment.

Terminal T3 of Tan Son Nhat airport is gradually taking shape.

"In the third quarter, the main equipment in the station will be installed to complete and put into operation on the occasion of the 50th anniversary of national reunification on April 30, 2025, 2 months ahead of schedule," Mr. Le Khac Hong informed.

Looking at the overview, Director of the Ho Chi Minh City Department of Transport Tran Quang Lam assessed that after Terminal T3 is put into operation, the Tran Quoc Hoan - Cong Hoa connecting road will also open to traffic, posing a new problem for traffic organization in the entire area. Basically, it is very difficult for vehicles to still circulate on Truong Chinh, Cong Hoa, and Truong Son streets, requiring traffic management to have a suitable plan. According to Mr. Lam, currently the Urban Traffic Management and Operation Center (under the Department of Transport) is implementing a flexible traffic management project applying new technology to optimize traffic flow and control traffic in real time.

Specifically, technology tools will be used to measure traffic, analyze the actual vehicle situation, thereby providing scenarios such as the duration of green and red lights at intersections on the network in the area, optimizing traffic flow. For example, when congestion occurs at Tan Son Nhat airport, the system will set up virtual networks and belts to control parking at some remote intersections, helping intersections right next to the airport have more time to clear the congestion and clear the entire system. This is a public transport management model that has been applied in many countries around the world .

"In addition to the ongoing projects, there must be smart traffic management and regulation solutions to relieve traffic congestion connecting the gateway area of ​​Tan Son Nhat airport. In the longer term, the Department of Transport is studying the elevated road system from National Highway 22 to Truong Chinh, Cong Hoa connecting to Tan Son Nhat airport towards Pham Van Dong street. In addition, in the city's planning, research has been done to adjust the urban railway in the direction from Go Vap to near the current Terminal T2, connecting via metro line 2 on Truong Chinh street. In the future, there will be an elevated road network and urban railway to relieve traffic congestion in the Tan Son Nhat airport area so that city residents and foreign tourists coming to Ho Chi Minh City can have the best experience right from the airport gateway", emphasized Director of the City Department of Transport Tran Quang Lam.
