From numbers to action
In early 2025, Thach An district still has more than 600 poor households living in rural and urban areas, most of them in extremely difficult communes such as Duc Thong, Le Loi, Quang Trong, Canh Tan, Duc Long... When there are still old, dilapidated houses, people's lives are still temporary and precarious, making it difficult to stabilize their lives to develop the economy and society and improve people's knowledge. Implementing the humane policy of the Provincial Steering Committee for Eradicating Rural and Urban Areas on eliminating all dilapidated houses in September 2025, the District Party Committee identified this as an important task of the entire political system in realizing the goal of poverty reduction for the people.
Right from the beginning of the year, the District Steering Committee for Poverty Reduction and Eradication assigned members and functional agencies to each hamlet to survey the actual situation at the grassroots level to support poor households with procedures, arrange resources, mobilize socialization, etc. In the first quarter of 2025, the District and Commune Steering Committees supported 3.5 billion VND to build and repair 288 new houses for poor households, and are currently constructing 178 houses. This is a remarkable figure in the context of erratic weather conditions, unstable material prices, and many isolated households having difficulty transporting materials... Affirming the efforts to eliminate poverty for poor households, Standing Deputy Secretary of the Thach An District Party Committee Trieu Thi Thiet said: We determined that eliminating poverty not only ensures social security but is also a key political task throughout 2025. Actions must be quick, solid, synchronous, and effective - we cannot let the government's delay prolong the suffering of the poor, so in the first 4 months of 2025, nearly 60% of the district's poverty reduction and elimination targets were reached.
Go from house to house, grasp each household to remove difficulties
Besides the remarkable results, the Program to eliminate NT and NDDN in Thach An district still faces many difficulties due to rugged terrain, difficult transportation, unusual weather, high prices of raw materials, and problems with land procedures. Many poor households are elderly people living alone, people with disabilities, people without labor force, and people without relatives to support them.
In order to strive for the district to continue to start construction of the remaining 236 dilapidated houses in May 2025, the Steering Committee for the elimination of dilapidated houses in the district, communes, and local authorities must consider specific support solutions and models such as: allocating more socialized funds, mobilizing mass organizations to support working days for transporting materials, mobilizing businesses and philanthropists inside and outside the province to support poor households in leveling the ground, donating money and materials... are "bottlenecks" that need to be untied and put forward the motto "sticking to the people - sticking to the village - sticking to the grassroots" to remove difficulties and obstacles for poor households - Vice Chairman of the People's Committee, Deputy Head of the Steering Committee for the elimination of dilapidated houses in the district, Ngo The Manh said and emphasized: District and commune officials, instead of sitting in the office reviewing documents, must always go to the hamlets and villages to conduct field surveys. The district's interdisciplinary working group, including the Department of Economy - Infrastructure, the Department of Agriculture and Environment, the Fatherland Front Committee and mass organizations, etc., directly went to each poor household to assess, verify and listen to the thoughts and aspirations of the people. From there, it was clear which households had difficulties with counterpart funds, problems with land procedures, transportation of materials, lack of human resources to support house construction, etc., and reported to the commune and district to discuss and propose solutions to support poor households to remove obstacles and difficulties and have enough conditions to build and repair new houses. Through screening from the grassroots level, the district had more than 60 households with problems with land procedures, counterpart funds, lack of human resources, long distances making it difficult to transport construction materials, leveling the ground, etc., which were clearly understood by the Steering Committees of the district and communes to discuss and propose solutions to help...
According to the district and commune officials of Trong Con, we went to a poor household, the owner of which is Nong Van Son, who is living in a dilapidated house and is preparing to build a new house. The couple shared: With the Party and State's financial support for building a house, we wanted to start construction at the beginning of the year. But the house is short of people, no one helps with labor, no money to level the house foundation... Now that the District and Commune Steering Committee has come to discuss, they will mobilize mass organizations to help with labor, and call on businesses to support leveling the house foundation, my family is determined to start building a new house in May 2025. I am very touched and grateful to the district and commune leaders and mass organizations for their concern, encouragement, and help for my family to overcome difficulties to eliminate the dilapidated house.
According to the Chairman of Duc Thong Commune People's Committee, Ly Van Hin, currently, the commune still has over 30 poor households whose dilapidated houses have not been eliminated because they do not have stable land to live in, have problems with land procedures, and have difficulty transporting materials. We are determined to find solutions to support poor households so that they can soon be eligible to build new houses and also need flexibility in the district and provincial mechanisms to handle practical situations arising at the grassroots level.
Commitment from leaders, consensus from people
To speed up the progress of simultaneously starting to build new and repair 263 dilapidated houses for the remaining poor households in May 2025, from the end of April 2025, the Steering Committee for Eliminating Poor Households of the province, district to Duc Thong, Trong Con, Thuy Hung communes... grasp the situation of each poor household. Comrade Nong Quoc Hung, Deputy Head of the Steering Committee for Eliminating Poor Households of the province, emphasized: The Steering Committee of districts and communes must resolutely follow the grassroots to see how poor households have funds but are still stuck and facing difficulties that they have not built new or repaired dilapidated houses? Understand the circumstances of each poor household to discuss and agree on support solutions such as: removing obstacles in land procedures; mobilizing socialized resources to support counterpart capital; supporting the transportation of materials and labor days; supporting people to choose the date to build houses according to local customs; promoting the community spirit in helping each other build houses; Strengthening coordination and communication between all levels of government and organizations... Letting the poor live in dilapidated houses means we have not fulfilled our responsibility to the policies of the Party and the State. If any special difficulties arise, we must immediately report to the Provincial Steering Committee for Eradication of Poverty and Poverty in order to find timely solutions. The district and commune highly agree with the direction of the Provincial Steering Committee for Eradication of Poverty and Poverty and propose that the province continue to pay attention to supporting resources, and have a flexible and appropriate management mechanism for each locality.

The program to eliminate poverty in Thach An district also received the consensus and support of the people in the community with the movement "Each family contributes one working day to help poor households build houses" spreading throughout the hamlets and villages from the launch of the District and Commune Steering Committees. Therefore, from the beginning of 2025 until now, the whole district has mobilized thousands of working days to support and help poor households dismantle houses, build houses, and transport materials. When a poor household builds a house, the whole hamlet assigns each other to cut bamboo, mix mortar, and erect pillars. We help today, and we will be helped in return - that's where people love each other. Mr. Ngo Van Chung, a poor household in Po Lai hamlet, Trong Con commune confided: My family's house is degraded, the roof, pillars, rafters, and walls are broken... it is not safe to live in. I was worried that there would be no human resources to support the workdays, transport materials... but the district and commune officials mobilized mass organizations to help, so my family tried to mobilize resources to build a house, breaking ground at the end of April 2025 for construction in May 2025.
Not only the people, businesses, fellow countrymen, philanthropists... actively supported hundreds of millions of VND for the district to eliminate NT, NDDN, contributing to reducing the burden on the local budget. With the determination of the entire political system and the unanimous support of all classes of people, Thach An is determined to reach the goal of eliminating NT, NDDN according to the schedule and plan of the province in September 2025.
