Thai Binh determined to implement pharmaceutical - biological industrial park project

The Steering Committee (SC) implementing Decision No. 376/QD-TTg dated March 17, 2021 of the Prime Minister approving the program for developing domestically produced pharmaceutical and medicinal materials industry to 2030, with a vision to 2045, has just held a meeting to listen to a report on the pharmaceutical - biological industrial park (IP) project in Quynh Phu district. Comrade Do Xuan Tuyen, Deputy Minister of Health , Deputy Head of the Standing Committee of the SC chaired the meeting. Attending the meeting on the side of Thai Binh province was Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

According to the plan, the pharmaceutical - biological industrial park has an area of about 300 hectares, located in Quynh Phu district, with a favorable traffic location when adjacent to major routes such as Thai Binh - Ha Nam road, National Highway 10... Thai Binh has potential and advantages in labor supply, the number of people of working age is over 1.2 million people; there are 2 universities, 4 colleges, 23 vocational schools, of which Thai Binh University of Medicine and Pharmacy and Thai Binh Medical College have a scale of training tens of thousands of medical and pharmaceutical students, meeting the demand for high-quality human resources serving the pharmaceutical - biological industrial park. In addition, Thai Binh also has natural conditions and soil that are very suitable for developing medicinal areas serving the industrial park. Currently, the province is carrying out a number of initial tasks so that the industrial park can be quickly deployed in the field.

At the meeting, Thai Binh province reported to the Steering Committee members and representatives of central ministries and branches on the initial implementation of the pharmaceutical and biological industrial park. Delegates focused on discussing the next steps, focusing on removing obstacles and difficulties related to procedures, legal basis, planning work, proposing specific mechanisms and policies for the development of the industrial park; perfecting and supplementing the Steering Committee members and some other important contents.

Speaking at the meeting, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: The implementation of the pharmaceutical - biological industrial park project meets the requirements as well as the development orientation of the province in the coming time, so the project implementation process of the province has received high support and consensus from cadres, party members and people from the province to the grassroots. Thai Binh affirmed its high determination in implementing the project, in which it is ready to carry out site clearance to serve the project from the fourth quarter of 2023 and the first quarter of 2024. The Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that Thai Binh has added the planning of the pharmaceutical - biological industrial park project to the Provincial Planning, adding the industrial land use index. He also answered some opinions of central ministries, branches and members of the Steering Committee, and hoped to continue to receive attention, support and assistance from the Steering Committee, central ministries and branches so that the project can be implemented soon in Thai Binh.

Representatives of relevant departments and offices of the Ministry of Health attended the meeting.

In his concluding remarks, Deputy Minister of Health Do Xuan Tuyen emphasized: Developing a pharmaceutical-biological industrial park is a very important task, which the Prime Minister and the Ministry of Health are very interested in. Thai Binh is the locality with the most suitable location and conditions to establish the first pharmaceutical-biological industrial park in Vietnam in the Northern region; therefore, the Ministry of Health and the Steering Committee unanimously proposed to the Prime Minister to deploy a pharmaceutical-biological industrial park in Thai Binh, requesting Thai Binh province to urgently complete the dossier, update the planning of the pharmaceutical-biological industrial park into the Provincial Planning to report to the National Appraisal Council for Provincial Planning and the Prime Minister for approval. Along with that, the Steering Committee unanimously requested the Ministry of Natural Resources and Environment to supplement the land use index for industrial development in the planning and land use plan for the period 2020 - 2025 of Thai Binh province. The Deputy Minister said that in order for the project to be implemented smoothly, it is necessary to review to develop synchronous and connected traffic infrastructure; At the same time, agree on a number of policies on determining forms and subjects of investment incentives in industrial parks; issues on funding, survey and zoning planning in industrial parks; carry out tasks to promote and attract investment, and add members of the Steering Committee...

The Deputy Minister of Health also emphasized the significance and importance of the pharmaceutical and biological industrial park, so the Steering Committee, the Ministry of Health, central ministries and branches and Thai Binh province need to focus on coordinating to carry out tasks to complete 5 contents, reports and submissions before June 10 for the Steering Committee to submit to the Prime Minister for consideration and approval.
