Attending the drill were Colonel Bui Duc Hai, member of the Provincial Party Committee Standing Committee, Director of the Provincial Police Department; Comrade Mai Thi Thuy Nga, Vice Chairman of the Provincial People's Council; Comrade Nguyen Thanh Binh, Vice Chairman of the Provincial People's Committee; representatives of the Fire Prevention, Fire Fighting and Rescue Police Department (PCCC&CNCH) and leaders of departments, branches and enterprises in the area.
The rehearsal was held at GNP Yen Binh II Industrial Center, belonging to Modern Shine Vietnam Co., Ltd. (Yen Binh Industrial Park, Dong Tien Ward, Pho Yen City) with the participation of nearly 700 people, 35 vehicles and specialized equipment of agencies and units in Thai Nguyen province and the Public Security of the provinces: Bac Kan, Bac Giang, Vinh Phuc .
The hypothetical situation occurred at 9:35 a.m. with a transformer incident causing a fire and explosion at 3 factories in the Industrial Center, causing the building to collapse and threatening the safety of about 300 workers...
Immediately after the fire and explosion, the units urgently deployed forces and equipment to rescue people, move assets, fight the fire, and prevent the fire from spreading. The exercise was organized into 5 stages: from the grassroots fire fighting force to coordination between units and forces in Thai Nguyen province and the Fire Prevention and Rescue Police force of the Public Security of Bac Kan, Bac Giang , and Vinh Phuc provinces to attack and extinguish the fire.
After about 40 minutes of coordination with the application of scientific, precise, flexible firefighting and rescue tactics and techniques, and coordinated operations, the fire was completely controlled and extinguished. All victims were rescued to safety, some injured victims were promptly taken to the nearest medical facility for emergency treatment; ensuring absolute safety for the forces participating in the exercise.
The exercise not only contributed to strengthening the coordination capacity between forces but also improved response capacity according to the “4 on-site” motto. This was also a successful exercise, contributing to ensuring fire safety, promoting socio-economic development and maintaining security and order in the locality.
At the end of the exercise, 3 outstanding groups and 4 individuals received Certificates of Merit from the Chairman of Thai Nguyen Provincial People's Committee; 5 other groups and 6 individuals received Certificates of Merit from the Director of Thai Nguyen Provincial Police.
