At the 50th Provincial Party Executive Committee Conference, 20th term, 2020-2025 term, delegates discussed, gave opinions and highly agreed with the draft Project on rearranging commune-level administrative units in Thai Nguyen province from 172 to 55 communes and wards (a reduction of 68.02%) to ensure compliance with Central regulations, reducing from 60 to 70% of commune-level administrative units.

Thai Nguyen province currently has a natural area of 3,521.96 km², a population of 1,434,171 people; has 09 district-level administrative units (UDs) (including 6 districts and 3 cities); 172 commune-level administrative units (including: 121 communes, 41 wards and 10 towns).
Implementing the policy of not organizing at the district level, merging commune-level units; implementing the 2-level local model to meet the requirements in the new era, the era of strong and prosperous development, the Provincial People's Committee has developed the "Project to arrange and reorganize commune-level administrative units of Thai Nguyen province in 2025" on the basis of concretizing the viewpoints, goals, and major orientations, in accordance with the context and development trends of the whole country in general and Thai Nguyen province in particular.
In particular, the arrangement will aim to concentrate a number of large-scale wards into new administrative units, becoming the political , administrative and economic centers of the province, forming key centers for trade, service and tourism development; expanding the urban space on both sides of the Cau River, and at the same time orienting the formation of modern concentrated industrial zones and clusters.
Regarding naming new administrative units, the Provincial Party Executive Committee and the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the organization of local governments at two levels in Thai Nguyen province oriented towards the viewpoint that localities will retain the appropriate names of district-level administrative units, use one of the existing names of administrative units and choose a name that ensures historical, cultural and traditional elements of the locality.
At the Conference, Comrade Nguyen Quoc Huu, Director of the Department of Home Affairs, presented the draft Project. In which, the province will adjust some communes between current districts and cities to arrange them appropriately, meeting the requirements and standards prescribed by the Central Government.
According to the Project, after the rearrangement, Thai Nguyen province will have 55 commune-level administrative units (including 13 wards and 42 communes); a reduction of 117 commune-level administrative units (including: a reduction of 79 communes, 28 wards and 10 towns); the reduction rate will reach 68.02%.
The plan to arrange administrative units at the commune level in the province has been approved by the Standing Committee of the Provincial Party Committee and the Steering Committee for implementing the Project to arrange administrative units at administrative units in the province.
The delegates basically agreed to vote to approve the plan on the number of communes and wards, names, locations of commune and ward centers, etc.
Immediately after the Conference, localities will simultaneously collect public opinions in the province on the arrangement of commune-level administrative units from April 18 to 19.
Through review, the total number of public administrative units' headquarters before the rearrangement is 1,314. After the rearrangement, 1,094 public headquarters will continue to be used; 75 public headquarters will not be used and the other option is 145 headquarters.
For surplus headquarters, the Provincial People's Committee will review, count, and develop a plan to continue arranging and using; transfer to other agencies and units for use with priority given toeducation , health, security, national defense, public administrative service centers of new commune-level administrative units, public spaces serving community activities; or assign to land fund development organizations to manage and exploit according to regulations, to avoid loss and waste.
Plan for the arrangement of commune-level administrative units in Thai Nguyen province in 2025:
A. Thai Nguyen City (from 32 wards and communes to 08 units including: 06 wards and 02 communes)
1. Establish Phan Dinh Phung ward in Thai Nguyen province on the basis of merging 07 wards, including: Phan Dinh Phung, Trung Vuong, Tuc Duyen, Dong Quang, Quang Trung, Hoang Van Thu, Tan Thinh, the administrative unit headquarters is located in Phan Dinh Phung ward.
2. Establish Linh Son ward of Thai Nguyen province on the basis of merging 05 wards and communes: Chua Hang, Cao Ngan, Dong Bam, Linh Son, Huong Thuong, the headquarters of the administrative unit is located in Dong Bam ward.
3. Establish Tich Luong ward in Thai Nguyen province on the basis of merging 05 wards, including: Phu Xa, Trung Thanh, Tan Thanh, Tan Lap, Tich Luong, the administrative unit headquarters is located in Tich Luong ward.
4. Establish Gia Sang ward in Thai Nguyen province on the basis of merging 04 wards and communes: Huong Son, Gia Sang, Dong Lien, Cam Gia, the administrative unit headquarters is located in Cam Gia ward.
5. Establish Quyet Thang ward in Thai Nguyen province on the basis of merging 03 wards and communes: Thinh Dan, Quyet Thang, Phuc Ha, the head office of the administrative unit is located in Thinh Dan ward.
6. Establish Quan Trieu ward of Thai Nguyen province on the basis of merging 04 wards and communes: Tan Long, Son Cam, Quan Trieu, Quang Vinh, the administrative unit headquarters is located in Tan Long ward.
7. Establish Tan Cuong commune in Thai Nguyen province on the basis of merging 03 communes: Tan Cuong, Thinh Duc (of Thai Nguyen city) and Binh Son commune (of Song Cong city), the headquarters of the administrative unit is located in Tan Cuong commune.
8. Establish Dai Phuc commune in Thai Nguyen province on the basis of merging 05 communes and towns: Phuc Xuan, Phuc Triu (of Thai Nguyen city), Hung Son, Tan Thai (of Dai Tu district), Phuc Tan (of Pho Yen city), the headquarters of the administrative unit is located in Phuc Xuan commune.
B. Dai Tu District (from 27 communes and towns to 09 communes)
9. Establish Dai Tu commune in Thai Nguyen province on the basis of merging 04 communes: Binh Thuan, Khoi Ky, My Yen, Luc Ba, the headquarters of the administrative unit is located in Binh Thuan commune.
10. Establish Duc Luong commune in Thai Nguyen province on the basis of merging 03 communes: Minh Tien, Duc Luong, Phuc Luong, the headquarters of the administrative unit is located in Duc Luong commune.
11. Establish Phu Thinh commune in Thai Nguyen province on the basis of merging 3 communes: Phu Thinh, Ban Ngoai, Phu Cuong, the headquarters of the administrative unit is located in Ban Ngoai commune.
12. Establish La Bang commune in Thai Nguyen province on the basis of merging 3 communes: La Bang, Hoang Nong, Tien Hoi, the headquarters of the administrative unit is located in Hoang Nong commune.
13. Establish Phu Lac commune in Thai Nguyen province on the basis of merging 03 communes: Phu Lac, Phuc Linh, Tan Linh, the headquarters of the administrative unit is located in Tan Linh commune.
14. Establish An Khanh commune in Thai Nguyen province on the basis of merging 03 communes: An Khanh, Cu Van, Ha Thuong, the headquarters of the administrative unit is located in Cu Van commune.
15. Establish Quan Chu commune in Thai Nguyen province on the basis of merging 02 communes and towns: Quan Chu, Cat Ne, the headquarters of the administrative unit is located in Quan Chu town.
16. Establish Van Phu commune in Thai Nguyen province on the basis of merging 02 communes: Van Phu, Van Yen, the headquarters of the administrative unit is located in Van Phu commune.
17. Establish Phu Xuyen commune in Thai Nguyen province on the basis of merging 02 communes: Yen Lang, Phu Xuyen, the headquarters of the administrative unit is located in Yen Lang commune.
C. Pho Yen City (from 18 communes and wards to 05 wards and communes)
18. Establish Pho Yen ward in Thai Nguyen province on the basis of merging 04 wards: Ba Hang, Hong Tien, Bai Bong, Dac Son, the administrative unit headquarters uses part of the current headquarters of Pho Yen city People's Committee.
19. Establish Van Xuan ward in Thai Nguyen province on the basis of merging 04 wards: Nam Tien, Dong Tien, Tan Huong, Tien Phong, the administrative unit headquarters is located in Nam Tien ward.
20. Establish Trung Thanh ward in Thai Nguyen province on the basis of merging 04 wards: Trung Thanh, Dong Cao, Tan Phu, Thuan Thanh, the head office of the administrative unit is located in Trung Thanh ward.
21. Establish Phuc Thuan ward in Thai Nguyen province on the basis of merging 3 wards and communes: Minh Duc, Bac Son, Phuc Thuan, the administrative unit headquarters is located in Bac Son ward.
22. Establish Thanh Cong commune in Thai Nguyen province on the basis of merging 02 communes: Thanh Cong, Van Phai, the headquarters of the administrative unit is located in Thanh Cong commune.

D. Phu Binh District (from 20 communes and towns to 05 communes)
23. Establish Phu Binh commune on the basis of merging 05 communes and towns: Huong Son, Nha Long, Xuan Phuong, Uc Ky, Bao Ly, the headquarters of the administrative unit is located at the current headquarters of Phu Binh District Party Committee.
24. Establish Tan Thanh commune in Thai Nguyen province on the basis of merging 03 communes: Tan Hoa, Tan Kim, Tan Thanh, the headquarters of the administrative unit is located in Tan Thanh commune.
25. Establish Diem Thuy commune in Thai Nguyen province on the basis of merging 04 communes: Diem Thuy, Thuong Dinh, Ha Chau, Nga My, the headquarters of the administrative unit is located in Diem Thuy commune.
26. Establish Kha Son commune in Thai Nguyen province on the basis of merging 05 communes: Kha Son, Luong Phu, Tan Duc, Thanh Ninh, Duong Thanh, the headquarters of the administrative unit is located in Luong Phu commune.
27. Establish Tan Khanh commune in Thai Nguyen province on the basis of merging 03 communes: Tan Khanh, Ban Dat, Dao Xa, the headquarters of the administrative unit is located in Tan Khanh commune.
D. Dong Hy District (from 14 communes and towns to 06 communes)
28. Establish Dong Hy commune in Thai Nguyen province on the basis of merging 04 communes and towns: Hoa Thuong, Song Cau, Minh Lap, Hoa Trung, the administrative unit headquarters is located at part of the current headquarters of Dong Hy district People's Committee.
29. Establish Quang Son commune in Thai Nguyen province on the basis of merging 02 communes: Quang Son, Tan Long, the headquarters of the administrative unit is located in Quang Son commune.
30. Establish Trai Cau commune in Thai Nguyen province on the basis of merging 02 communes and towns: Trai Cau, Hop Tien, the headquarters of the administrative unit is located in Trai Cau.
31. Establish Nam Hoa commune in Thai Nguyen province on the basis of merging 02 communes: Nam Hoa, Cay Thi, the headquarters of the administrative unit is located in Nam Hoa commune.
32. Establish Van Han commune in Thai Nguyen province on the basis of merging 02 communes: Van Han, Khe Mo, the headquarters of the administrative unit is located in Van Han commune.
33. Establish Van Lang commune in Thai Nguyen province on the basis of merging 02 communes: Hoa Binh, Van Lang, the headquarters of the administrative unit is located in Van Lang commune.
E. Song Cong City (from 10 communes and wards to 03 wards)

36. Establish Bach Quang ward in Thai Nguyen province on the basis of merging 03 wards and communes: Bach Quang, Luong Son, Tan Quang, the headquarters of the administrative unit is located in Bach Quang ward.
G. Phu Luong District (from 14 communes and towns to 04 communes)
37. Establish Phu Luong commune in Thai Nguyen province on the basis of merging 04 communes and towns: Giang Tien, Du, Yen Lac, Dong Dat, the administrative unit headquarters uses part of the current Phu Luong district People's Committee headquarters.
38. Establish Vo Tranh commune in Thai Nguyen province on the basis of merging 04 communes: Tuc Tranh, Co Lung, Vo Tranh, Phu Do, the headquarters of the administrative unit is located in Tuc Tranh commune.
39. Establish Yen Trach commune in Thai Nguyen province on the basis of merging 3 communes: Yen Ninh, Yen Do, Yen Trach, the headquarters of the administrative unit is located in Yen Do commune.
40. Establish Hop Thanh commune in Thai Nguyen province on the basis of merging 03 communes: Hop Thanh, On Luong, Phu Ly, the headquarters of the administrative unit is located in Phu Ly commune.
H. Dinh Hoa District (from 22 communes and towns to 08 communes)
