Thai Nguyen: Affirming its pioneering position in digital transformation associated with innovation

The Department of Science and Technology of Thai Nguyen province said that the province currently has 36 active scientific and technological organizations, with a total of more than 650 research and development staff.

After a period of implementing Resolution No. 57-NQ/TW of the Politburo on science and technology development, innovation and national digital transformation, Thai Nguyen province has achieved many outstanding results, affirming its leading role in implementing the Party's major policies on science and technology development and digital transformation in the current period.

According to the assessment of the Steering Committee for the implementation of Resolution 57-NQ/TW of Thai Nguyen province, by the end of September 2025, out of a total of 58 tasks assigned according to the plan, the province has completed 36 tasks and is on schedule for the remaining 22 tasks.

The concretization and implementation of the resolution were carried out synchronously and creatively by Party committees, authorities and organizations in the province, in line with local conditions.

The Department of Science and Technology of Thai Nguyen province said that the province currently has 36 active scientific and technological organizations, with a total of more than 650 research and development staff.

Of these, there are 28 public organizations and 8 non-public organizations, operating in diverse fields such as materials technology, biotechnology, information technology and environment.

In particular, after the province merger from July 2025, Thai Nguyen has allocated more than VND 233 billion for the fields of science, technology, innovation and digital transformation, accounting for about 0.8% of the total provincial budget expenditure. The province aims to have the ratio of expenditure for research and development (R&D) reach over 1% of GRDP by the end of 2025, of which socialized capital accounts for over 60%.

In order to meet new requirements after the merger, the province has quickly expanded the deployment of technology systems, ensuring effective operation of the two-level local government model.

The Department of Science and Technology and Mobifone Telecommunications Corporation have actively coordinated to deploy national database connectivity, standardize electronic processes, support technical error handling and organize training in 92 communes and wards.

Thanks to that, the province's information technology system has basically operated stably and smoothly. By the end of September 2025, Thai Nguyen had provided a total of 2,142 administrative procedures, of which 934 procedures were eligible for providing full-process online public services, and 275 procedures had been deployed at the full-process level.

Recorded in Tan Thanh commune, from July 1 to August 8, 2025, the unit's public administrative service center received 1,857 records, of which 1,854 records were under the jurisdiction of the People's Committee of the commune, and 1,768 records were resolved on time, with no overdue records.

Mr. Vu Xuan Cong, Chairman of the People's Committee of Tan Thanh Commune, said: "After the merger, the pressure to resolve administrative procedures increased sharply due to the expansion of population and area of ​​the commune. However, with careful preparation of technological infrastructure and human resources, we have responded promptly and effectively to the people's requests."

According to the Index for assessing the quality of service for people and businesses in performing administrative procedures announced on September 20, 2025 on the National Public Service Portal, Thai Nguyen province scored 88.42/100 points, ranking first among 34 provinces and cities.

In the field of health and social security, the province has implemented 100% cashless payments, integrated electronic health books on the VNeID application for people, and ensured the connection of medical examination and treatment data via citizen identification cards. Thai Nguyen currently ranks second nationwide in the number of people integrating electronic health books.

Regarding research and application of science and technology, Thai Nguyen has approved four additional provincial-level tasks to implement Resolution 57-NQ/TW, including: researching metal plating and coating systems using environmentally friendly methods; building a centralized medical image repository (PACS) combined with AI for X-ray diagnosis; applying AI to diagnose knee injuries; and developing a digital library system for high schools.

At the same time, 46 units in the province have registered to deploy 71 innovation models by 2025, creating a premise for building an innovation ecosystem.

The Provincial Steering Committee for Digital Transformation has directed the focus on 26 key products, including 4 projects, 2 software and 20 application models serving social governance and increasing labor productivity.

Some products have initially brought positive results such as: Data center, digital platform for garment industry, digital platform for passenger transport and especially the Digital Film Studio model at the University of Information and Communication Technology (Thai Nguyen University).

The Digital Film Studio is a collaboration between the University of Information and Communication Technology, Minh Viet Group and CinePlus Joint Stock Company, aiming to integrate modern technology, train human resources, produce and commercialize digital content products. This is a comprehensive creative model, capable of becoming the core in the development of local cultural industry.

Associate Professor Dr. Phung Trung Nghia, Principal of the University of Information Technology and Communications, affirmed: “The digital film studio is a pioneering step, demonstrating the determination of Thai Nguyen province in developing the digital economy associated with preserving and promoting indigenous culture.”

In the coming time, Thai Nguyen province will continue to promote the activities of the Inter-sectoral Working Group in monitoring, responding to and overcoming network information security incidents, building a digital government architecture framework version 4.0, issuing a digital transformation strategy until 2030, and organizing practical training for civil servants operating digital systems.

The initial results in implementing Resolution 57-NQ/TW are an important foundation for Thai Nguyen to continue to make breakthroughs, becoming a leading locality in developing science, technology, innovation and national digital transformation, contributing to building digital government, digital society and digital economy in the new era./.
