Accordingly, the Provincial People's Committee requested the Department of Finance to study the opinions of the Ministry of Labor, Invalids and Social Affairs in Official Dispatch No. 1340, and continue to monitor the opinions of the Ministry of Finance to synthesize, complete and advise the Provincial People's Committee to submit to the Provincial People's Council for consideration and decision on the level of expenditure for organizing the implementation of compensation.
Regularly, support, resettle and enforce land inventory and enforcement of land recovery when the State recovers land in Quang Nam province according to regulations.

In Official Dispatch No. 1340 responding to Official Dispatch No. 1702 of the People's Committee of Quang Nam province regarding the request for opinions on the level of expenditure for organizing the implementation of compensation, support, resettlement and compulsory inventory and compulsory land recovery in Quang Nam province, the Ministry of Labor, Invalids and Social Affairs stated: The regulation of the level of expenditure for organizing the implementation of compensation, support, resettlement and compulsory inventory and compulsory land recovery when the State recovers land in Quang Nam province is under the decision-making authority of the People's Council of Quang Nam province.

This is based on the provisions of Clause 3, Article 21 of Decree No. 163 of the Government detailing the implementation of a number of articles of the State Budget Law.

Regarding the policy content, because the draft resolution only stipulates that the applicable subjects are organizations assigned by competent state agencies to perform the tasks of compensation, support, and resettlement, while these expenses are paid directly to individuals performing the tasks, the Ministry of Labor, Invalids and Social Affairs requests the People's Committee of Quang Nam province to clarify the subjects entitled to the levels of expenses for organizing the implementation of compensation, support, resettlement, and compulsory inventory and compulsory land recovery.

Regarding the process, documents and procedures, the Ministry of Labor, Invalids and Social Affairs requests the People's Committee of Quang Nam province to develop a resolution in accordance with the provisions of the Law on Promulgation of Legal Documents.
