On the afternoon of April 26, the Legal Committee of the Provincial People's Council held a conference to review draft resolutions submitted to the 24th Session (special session) of the 17th Provincial People's Council. Comrade Nguyen Thai Thinh, Head of the Legal Committee chaired the conference.
At the conference, the leaders of the Department of Home Affairs approved two submissions and a draft resolution on the issuance of a Resolution of the Provincial People's Council on the arrangement of Phu Tho, Vinh Phuc, Hoa Binh provinces and the arrangement of commune-level administrative units of Vinh Phuc province in 2025.

Based on the directive documents of the Central and the province on the arrangement and consolidation of agencies in the political system, the Provincial People's Committee submitted to the Provincial People's Council for consideration and comments on the arrangement of Phu Tho, Vinh Phuc and Hoa Binh provinces. Accordingly, the proposed plan is: Establishing Phu Tho province - a provincial-level administrative unit directly under the Central Government, on the basis of merging the entire natural area, population size and commune-level administrative unit system of the three provinces of Vinh Phuc, Hoa Binh and Phu Tho. The natural area is 9,361.381 km²; population size is 4,022,611 people. The number of commune and ward administrative units is 148 units. Based on the directive documents of the Central and the province on the plan to arrange and merge commune-level administrative units and the grassroots Party organization system, the Provincial People's Committee submitted to the Provincial People's Council for consideration and comments on the arrangement of commune-level administrative units of the province in 2025. Before the arrangement, Vinh Phuc province had 121 communes, wards and towns. After the arrangement, the whole province had 36 commune-level administrative units, including 32 communes and 4 wards, a reduction of 85 commune-level administrative units, equivalent to over 70%.
Discussing at the conference, delegates said that this is a major policy of the Party and State, the issuance of resolutions is necessary, well-founded, and highly agreed by the people. At the same time, it is recommended to consider ensuring the process and procedures; promptly issue specific guiding documents so that after the arrangement of new administrative units, they can soon go into stable operation; consider naming commune-level administrative units in accordance with historical, cultural, and geographical conditions...

Concluding the review, Head of the Legal Department Nguyen Thai Thinh emphasized: The arrangement of Phu Tho, Vinh Phuc, Hoa Binh provinces and the arrangement of commune-level administrative units of the province in 2025 is a major policy, contributing to building a streamlined, effective and efficient government, expanding development space, mobilizing and maximizing local potential and strengths.
He requested the Department of Home Affairs to continue researching and advising the Provincial People's Committee to direct departments, branches and localities to propagate and create the highest consensus among the people on the policy of merging the three provinces of Vinh Phuc, Phu Tho and Hoa Binh and rearranging commune-level administrative units in 2025 of the province. At the same time, he accepted the opinions of delegates, reviewed the data and content so that the Legal Committee could include it in the verification report to be submitted to the Provincial People's Council for discussion and consideration at the 24th Session.
