Agriculture , farmers play a very important role

Attending the conference were Vice Chairman of the City People's Committee Nguyen Manh Quyen, leaders of the Central Committee of the Vietnam Farmers' Union , leaders of departments, branches, sectors, and organizations of the city; Farmers' Unions at all levels; delegates who are good farmers, farm owners, cooperatives, enterprises in the agricultural sector and more than 2,000 farmers' union members of the city. The conference was held directly at the Hall of the Hanoi People's Committee and connected online to 18 points in districts and towns.

Speaking at the opening of the conference, Chairman of the City People's Committee Tran Sy Thanh said that every year, the City leaders have organized dialogues with the Vietnam Fatherland Front and socio- political organizations of the City, including farmers in the Capital. Through the dialogue conferences, many existing problems, obstacles, and shortcomings in the implementation of agricultural, farmer, and rural development policies have been directed by the City's departments, branches, and localities to focus on solving, creating a clear change in agricultural and rural development, which has been widely agreed upon and actively responded to by farmers.

The dialogue conference between the leaders of the City People's Committee and the Capital's farmers was held with more significance when the Central Government issued Resolution No. 46 on "Innovation and improvement of the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period"; The Prime Minister approved the Project "Vietnam Farmers' Union participates in the development of collective economy in agriculture until 2030". Hanoi has issued many programs and projects on agricultural development, rural economy and new rural construction.

Chairman of the Hanoi People's Committee Tran Sy Thanh affirmed that the city always pays special attention to the development of agriculture, farmers, rural areas and improving the material and spiritual life of farmers. The city always identifies agriculture, farmers, and rural areas as having a particularly important role and position in the cause of innovation and construction of the country and the city. In which, farmers are both the center and the subject, both the driving force and the goal of the development process.

In recent years, agriculture, farmers and rural areas of the capital have achieved many important achievements: agriculture continues to develop in the direction of concentrated commodities, applying high technology, increasing added value and sustainable development. Farmers have better promoted their role as subjects in participating in rural economic development and building new rural areas. Rural economic and social infrastructure has undergone remarkable changes, the material and spiritual life of the people has gradually improved; social security and order in rural areas have been ensured. These results have important contributions from all levels of the Association and cadres and members of the Farmers' Association of the capital.

On behalf of the city leaders, Chairman of the City People's Committee Tran Sy Thanh acknowledged and commended the achievements of the cadres and members of the Capital's Farmers' Association. In particular, the overcoming of difficulties, rising up, and quickly restoring agricultural production to stabilize the lives of the Capital's Farmers' Association members after the natural disaster of storm No. 3 and the floods after the storm.

However, besides the achievements, agricultural and rural development is still not commensurate and has not fully exploited the potential and strengths of the Capital: production scale is still small, support for farmers to cooperate in production and product consumption; application of digital transformation in agriculture and farmers is still limited; activities of Farmers' Associations at all levels have not fully promoted the potential and creativity of cadres, members and farmers; policies and mechanisms of the Party, State and City have not fully met the needs and aspirations of farmers...

Communicate frankly and promptly resolve problems

Through the dialogue, Chairman of the City People's Committee Tran Sy Thanh requested delegates who are officials, members, and farmers to frankly ask questions and raise concerns related to groups of issues on policies and guidelines to support agricultural and rural development of the City as well as propose and offer solutions to help the City People's Committee leaders, departments, branches, and localities grasp and have timely solutions.

For the City's Departments, branches, People's Committees of districts, towns and the Standing Committee of the City Farmers' Association, Chairman of the City People's Committee Tran Sy Thanh requested to share, exchange and answer frankly in the spirit of support, suggestion, encouragement and motivation for cadres, members and farmers. The answers need to be very specific, highlighting satisfactory solutions to solve the problems that cadres, members and farmers are wondering about. Today's Conference must be considered an opportunity to objectively review and evaluate the current situation and results of the implementation of policies on supporting agriculture and rural farmers that agencies and units have been advising the City People's Committee to implement in the past time.

Thereby, the city continues to direct the development of the most favorable mechanisms and conditions for farmers to participate in socio-economic development; especially in the process of restructuring the agricultural sector and developing the rural economy, improving the material and spiritual life of farmers in the period of 2021-2025, with a vision to 2030.

On the basis of dialogue, the Chairman of the City People's Committee will direct the timely removal of difficulties and obstacles so that farmers can feel secure in investing in production and business; review and evaluate the results of implementing issued mechanisms and policies, promptly adjust and supplement them to help farmers and collective economic organizations and enterprises have conditions to access and effectively absorb support resources from the policies of the State and the City.

According to the organizers, through many dialogues between the city leaders and farmers, the existing problems, difficulties, obstacles and shortcomings in implementing policies on agricultural, farmer and rural development have been focused on by the City Party Committee, the City People's Committee and local Party committees and authorities. Thereby, creating changes in the capital's agriculture, farmers and rural areas, which have been approved by farmers.
