Hoa Binh City has 11 agencies and units under the Party and mass organizations; 11 professional agencies and 7 public service units under the city government, including: Party and mass organizations: 62 civil servants and public employees (56 civil servants; 6 public employees) and 2 labor contracts. Government: 283 civil servants and public employees (123 civil servants; 160 public employees) and 22 labor contracts.
Starting from June 25, 2025, the new communes and wards will officially come into operation. Basically, the headquarters of the Party Committee, People's Council, People's Committee, and Fatherland Front Committee of the communes and wards have been arranged, the organizational structure of cadres is stable; the basic facilities meet the immediate needs. For the headquarters that will no longer be used, there will be a plan to arrange them to avoid waste.
During a field inspection and discussion with officials working at the public administration centers of communes and wards, Comrade Nguyen Phi Long, Secretary of the Provincial Party Committee, grasped the aspirations and proposals of the staff; grasped the general situation of advantages and difficulties encountered in terms of lack of equipment, machinery, and working conditions.
On that basis, the Department of Finance is assigned to promptly establish an investment portfolio, provide equipment, and repair facilities for communes in the spirit of the policy of prioritizing machinery and equipment for public administrative service centers of communes and wards; secondly, consider purchasing new, repairing or equipping additional machinery for online meeting rooms of communes and wards; thirdly, repair and arrange accommodation for officials of communes in remote areas. Prioritize better financial resources for communes in remote areas. Request the Department of Finance to promptly submit a plan to arrange official vehicles for communes and wards according to regulations.
The Provincial Party Secretary requested that communes and wards urgently send the entire list of cadres and sufficient information on phone numbers to the Department of Science and Technology to issue accounts to use the new document management system, promptly meeting work requirements, without delay or blank space. Assign the Department of Science and Technology to urgently and quickly speed up work progress, set up electronic document accounts and digital signatures to promptly deploy work.
Working with the city leaders, the Provincial Party Secretary highly appreciated the initial results in implementing the construction of a two-level government after the merger, and at the same time requested the City Party Committee to continue directing a thorough review of necessary conditions, ensuring that communes and wards can officially operate smoothly, meeting the requirements of serving the people.
