Thanh Hoa: Thousands of teachers have not received their salaries for months.

After Thanh Nien Newspaper's reflection in the article "Forgot" to set salaries for 191 teachers in Thanh Hoa province , many teachers in this province continued to contact reporters, reflecting on the inadequacies in the regime and policies, affecting their lives.

Specifically, teachers who signed labor contracts under Decree 111/2022/ND-CP dated December 30, 2022 (regulations on contracts for certain types of jobs in administrative agencies and public service units) in Hoang Hoa and Yen Dinh districts... (Thanh Hoa) said that they have not received their salaries since January.

"I and many other teachers in Yen Dinh district signed contracts under Decree 111 from November 2024 and have received full salaries for November and December 2024. However, from January 2025 until now, we have not received any salaries, while still teaching fully. We do not know why we have not received salaries and when we will receive salaries to cover our living expenses," said a teacher in Yen Dinh district.

According to Thanh Nien reporters, in Thanh Hoa province, thousands of teachers who signed labor contracts under Decree 111 are currently having their salaries delayed. Not only are their salaries delayed, teachers who signed contracts under Decree 111 are in a state of "sitting on hot coals" because they have just received notice that their contract period will be shortened from 12 months to 9 months.

"From September 1, 2024, I signed a contract to become a teacher according to Decree 111, the contract period is 12 months (until August 31, 2025), but recently the principal announced and then received an adjusted contract form to reduce the contract period from 12 months to 9 months, not signing 3 summer months. The right to sign a new contract or not is up to the competent authority, but if we teach with guaranteed quality but do not continue to sign a contract, it will make the job precarious and unstable", a teacher in Hoang Hoa district shared.

Speaking with Thanh Nien reporter, Mr. Hoang Van Dong, Head of Finance - Planning Department of Yen Dinh District People's Committee, confirmed that from January 2025 to now, more than 100 contract teachers under Decree 111 in Yen Dinh District have not received their salaries, with the total unpaid salary for teachers being about more than 3 billion VND.

According to Mr. Dong, Thanh Hoa Provincial People's Committee has recently approved additional funding to support the payment of salaries, allowances and contributions for contract teachers, but is waiting for the Department of Finance's notification to be able to pay salaries. However, as of March 27, there has been no notification, so salaries cannot be paid to teachers.

According to Mr. Dong, the reduction in contract duration is due to the fact that on December 31, 2024, the People's Committee of Thanh Hoa province decided to assign a number of contract workers to work as teachers with financial support in public preschool and generaleducation institutions according to Decree 111, effective from January 1, 2025 to May 31, 2025. Therefore, the relevant units have adjusted the previously signed contract duration with teachers to only end on May 31, 2025.
