Establishment of the Appraisal Council for Urban Railway Project No. 1

Deputy Prime Minister Tran Hong Ha recently signed a decision on May 18, 2025 on the establishment of a State Appraisal Council to appraise the Pre-Feasibility Study Report of the Urban Railway Line No. 1 project.

According to the Decision, the Chairman of the Council is the Minister of Finance. The Deputy Minister of Finance is the Vice Chairman of the Council. The Council members include: Leaders of the Ministries of Construction ; National Defense; Public Security; Justice, Agriculture and Environment; Science and Technology; Industry and Trade; Leaders of the People's Committees of the provinces and cities: Ho Chi Minh City, Binh Duong. The Ministry of Finance is the standing body of the State Appraisal Council.

The responsibilities and powers of the Council, the Chairman of the Council, the Vice Chairman of the Council, the Council members, and the Council's standing body shall be implemented in accordance with the provisions of Decree No. 29/2021 of the Government stipulating the order and procedures for appraising important national projects and monitoring and evaluating investments.

Members are responsible for providing their opinions within the time limit as requested by the Standing Body of the Council. If they fail to respond within the deadline, it is considered that they agree with the content of the consultation of the Standing Body of the Council and are fully responsible for not responding on time.

The Council is responsible for completing the Appraisal Report according to regulations, clearly affirming that the Project's Pre-Feasibility Study Report is eligible for the Government's approval and submission to the National Assembly for decision on investment policy.

The Council's appraisal costs shall be implemented in accordance with the provisions of Article 12 of Decree No. 29/2021. The Council shall use the seal and account (if necessary) of the Ministry of Finance to serve the Council's operations.

Agencies with members of the State Appraisal Council must send a written nomination to the Council's standing agency (Ministry of Finance) before May 19, 2025.

Binh Duong Provincial People's Committee is responsible for providing complete documents related to the appraisal process of the Project's Pre-Feasibility Study Report.

The No. 1 urban railway project starts at Station S1 (New City center) in Hoa Phu ward, Thu Dau Mot city, Binh Duong province; the end point is at Suoi Tien Bus Station (Ho Chi Minh City urban railway line No. 1) in Binh Thang ward, Di An city, Binh Duong province.

The main route is expected to be 29.01 km long, passing through four existing cities of Binh Duong province: Tan Uyen, Thu Dau Mot, Thuan An and Di An.

The formation of urban railway line No. 1, Binh Duong - Suoi Tien new city will link and connect Ho Chi Minh City and Binh Duong province, creating new development space, accelerating urban development and population and labor distribution along the route corridor.
