Accordingly, the Ministry of Finance established an inspection working group consisting of 6 members, including leaders and experts from the Bidding Management Department (Ministry of Finance); Department of Economics - Construction Investment Management ( Ministry of Construction ).
The decision clearly states that the purpose of the inspection is to inspect the organization of contractor selection for the construction package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project through Binh Phuoc province to ensure fairness, objectivity, transparency and economic efficiency; ensure the correctness of the policy of maximum decentralization to localities to decide, localities to do, localities to take responsibility but must go hand in hand with timely inspection and supervision.
The inspection contents include the bidding documents; the results of the bid evaluation; the handling and resolution of proposals in bidding; the capacity and experience of the Expert Group and other necessary contents. The inspection subjects are the Binh Phuoc Provincial Construction Investment Project Management Board and related subjects.
Direct inspection time in Binh Phuoc province from June 4 to June 6, 2025; complete the inspection and report to the Prime Minister before June 10.
Previously, on May 29, the Government Office issued Official Dispatch No. 4775/VPCP-CN to the Ministers of Finance, Construction; and the Chairman of the People's Committee of Binh Phuoc province, conveying the direction of Deputy Prime Minister Tran Hong Ha on the inspection of the selection of contractors for the construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project through Binh Phuoc province.
The Deputy Prime Minister assigned the Ministry of Finance to preside over and coordinate with the Ministry of Construction to guide the People's Committee of Binh Phuoc province to direct investors to promptly receive and handle petitions/objections from contractors in accordance with the provisions of the law on bidding.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway construction package had a total of 5 contractors participating, of which Son Hai Group was the unit with the lowest bid price (732.2 billion VND). However, the winning bid belonged to the consortium with the highest bid price (866.4 billion VND). Therefore, Son Hai Group sent a document to the authorities requesting clarification of the bidding process to avoid loss, waste and ensure transparency.
