After 37 years of renovation, Hai Phong city has achieved many remarkable results in implementing the Party's guidelines and policies and the State's policies and laws on ensuring human rights in all areas of social life.
As a coastal city with a population of nearly 2.1 million people, Hai Phong, with its seaport strength, has boldly promoted economic development, seized the opportunity of the country opening up and integrating internationally to innovate management mechanisms, arrange and restructure economic sectors, shift towards industry, trade and services, increase investment in infrastructure, roads, build economic zones, industrial parks and clusters and have attractive incentive policies to welcome domestic and foreign investors to invest, produce and do business, in order to develop the city.
[caption id="attachment_594942" align="aligncenter" width="1000"]Hai Phong identifies the core issue of ensuring human rights as building and developing the economy, serving social security policies, and improving people's lives. In order for people to enjoy the fruits of economic and social development, the City Party Committee, People's Council, and People's Committee have organized research, dissemination, and development of implementation documents, specifically the Party's guidelines and policies, and the State's policies and laws on ensuring human rights.
In particular, the focus is on Directive No. 12/CT-TW dated July 12, 1992 of the Central Party Secretariat (7th tenure) on "Human rights issues and the viewpoints and policies of our Party", Directive No. 44-CT/TW dated July 20, 2010 of the Central Executive Committee of the 10th tenure on human rights work in the new situation; the 2013 Constitution with 36 articles regulating human rights; Directive No. 41/2004/CT-TTg dated December 2, 2004 of the Prime Minister "On strengthening the protection and struggle for human rights in the new situation".
Pursuant to Decision No. 71/QD-TTg dated February 24, 1993 and Decision No. 63/2004/QD-TTg dated April 16, 2004 of the Government on the establishment, consolidation, stipulation of tasks, powers and composition of the "Government Steering Committee on Human Rights", Hai Phong City issued a Decision to establish the City Steering Committee on Human Rights, thereby concretizing and demonstrating the city's determination in implementing policies to ensure social security and human rights in the city.
Deploying infrastructure investment to serve people's lives
[caption id="attachment_594943" align="aligncenter" width="1500"]After 37 years of innovation, the city has actively and effectively implemented policies on infrastructure investment and transportation to serve economic and social development and people's lives, notably arranging and constructing public works to serve the community such as: Parks, free parking lots in the city center, building many bridges to serve people's travel and socio-economic development; urban planning and embellishment, building new rural areas to change the face of the city towards green - clean - beautiful, minimizing environmental pollution... Up to now, there have been over 60 green parks and many free parking lots in the city center.
The city has also deployed the construction of many social housing projects, replacing old and degraded apartment buildings in the area. Some social housing projects have been invested in and constructed such as: Social housing area in the Trang Due Urban - Commercial Service and Workers' Housing Project, An Duong District; Social housing area 384 Le Thanh Tong, Ngo Quyen District; Social housing area at Warehouse 3 Lac Vien, Ngo Quyen District; in which, Social housing area at Warehouse 3 Lac Vien, Ngo Quyen District with a total investment of over 4,865 billion VND, on an area of 53,913 square meters, including 10 15-storey apartment buildings with about 4,456 apartments, promptly meeting the needs of individuals, households with average incomes, people in old degraded apartment buildings in Ngo Quyen and Hong Bang districts; At the same time, we are selecting investors to build social housing areas in Cau Rao area, Vinh Niem ward, Le Chan district...
The city also implements policies for people with meritorious services to the revolution. Especially from 2012 to present, the city has focused on implementing the Ordinance on People with Meritorious Services, the Ordinance on Awarding the State Honorary Title "Heroic Vietnamese Mother", resolving the regime for people with meritorious services, the regime for worshiping martyrs, etc. As a result, it has honored 1,623 cases as Heroic Vietnamese Mothers, decided on the regime for worshiping martyrs for 24,002 cases, resolved the regime for revolutionary activists and resistance fighters who were imprisoned by the enemy for 2,243 cases; implemented the monthly preferential subsidy regime for 6,243 people.
Effective implementation of poverty reduction and social assistance policies
Hai Phong City has effectively implemented the National Target Program on Sustainable Poverty Reduction, thereby providing over 2.5 billion VND in funding to deploy 280 poverty reduction models in livestock farming, handicrafts, clean vegetable growing, etc. and supporting loans from the Social Policy Bank for poor households in localities to orient career conversion, create livelihoods, improve production capacity, increase income, contributing to rapid and sustainable poverty reduction. At the same time, paying attention to, caring for, and giving Tet gifts to poor and near-poor households, and social protection beneficiaries with the gift level each year higher than the previous year and 1-1.5 times higher than the average level in neighboring provinces and cities.
The City People's Council issued many policies to support poor households such as: Resolution No. 52/2019/NQ-HDND dated December 9, 2019 on the mechanism for building new and repairing houses for poor households in the city in the period of 2021-2025, accordingly supporting the construction and repair of houses for nearly 700 households, supporting over 16 billion VND; Resolution No. 04/2022/NQ-HDND dated July 20, 2022 stipulating a number of specific policies to support poor households, near-poor households, and households that have just escaped poverty in the period of 2022-2025, accordingly providing monthly support to over 16,000 people in poor and near-poor households; Resolution No. 11, No. 12/2022/NQ-HDND dated December 9, 2022 stipulates the policy to support health insurance contributions for groups of people who are near-poor households, households working in agriculture, forestry and fishery with average living standards, elderly people from 70 to 79 years old without pensions, without monthly social allowances, people infected with HIV/AIDS according to regulations, members of the Blind Association who have not been granted free health insurance cards and policies to support additional social insurance contributions for people participating in voluntary social insurance. With the city's efforts, it is expected that by 2024 there will be no more poor households according to the national poverty standards for the period applied for 2022-2025.
