Removing difficulties and obstacles faced by communes and wards.

On December 16th, a delegation from the Phu Tho Provincial Party Committee, led by the Provincial Party Secretary Truong Quoc Huy, held a working session with the Standing Committees of the Party Committees of Hoa Binh, Thong Nhat, Tan Hoa, Ky Son wards and Thinh Minh commune to assess the operation of the two-tiered local government model; resolve difficulties and obstacles; and listen to proposals and recommendations from the localities.

Phu Tho Provincial Party Secretary Truong Quoc Huy acknowledged and highly appreciated the proactive efforts of the leaders and officials of Hoa Binh , Thong Nhat, Tan Hoa, Ky Son wards and Thinh Minh commune in implementing the work, ensuring that the new government after the reorganization operates smoothly and without disruption. The wards and communes need to coordinate with relevant departments and agencies to review public assets; review the entire development of services and urban areas to increase revenue and reinvest; assess the reorganization of schools and medical facilities; adjust the planning of wards and communes, focusing on developing tourism around Hoa Binh Lake in conjunction with major investors; focus on land clearance for golf courses, tourist areas, and resettlement areas; promote vocational training, job placement, sustainable poverty reduction, and improve people's lives; innovate training methods and provide support mechanisms for officials participating in training and refresher courses.

After more than 5 months of operating the two-tiered local government model, the Standing Committees of the Party Committees of Hoa Binh, Thong Nhat, Tan Hoa, Ky Son wards and Thinh Minh commune have proactively consolidated their organizations and apparatuses, issued working regulations, and stabilized the operation of their organizations and localities. The dissemination and implementation of resolutions and directives have been carried out seriously and effectively by the localities; the work of building the Party, government, and political system has seen many innovations; the great national unity has been strengthened; and the sense of responsibility and service to the people has been enhanced. The economy of the wards and communes continues to develop stably; socio-economic infrastructure has received investment. Culture, society, education and training, science and technology have seen positive changes, and school facilities have been invested in. The spiritual life of the people has improved, the poverty rate has decreased; and national defense and security have remained stable. Administrative reform, land management, and environmental protection are given priority.

However, the operation of the two-tiered administrative model at the commune and ward levels still faces certain difficulties and obstacles, such as: a large workload; the capacity of some officials and civil servants not meeting requirements; infrastructure, institutions, and policies not keeping pace with reality; confusion in defining socio-economic development tasks; and a lack of synchronization in management software. Land clearance and complaint resolution remain problematic and protracted. Digital technology infrastructure, security, and social vices pose complex challenges.

During the meeting, the communes and wards proposed and requested that Phu Tho province pay attention to increasing the staffing quota compared to the regulations of the Central Government on the number of staff for communes and wards; allocate investment to important and key projects, prioritizing investment in education; and continue to rotate provincial-level civil servants to communes to support professional and technical work, overcoming difficulties in human resources, especially in the fields of land management, digital transformation, and general affairs.

Local authorities have requested the province to support investment in information technology infrastructure and digital transformation; provide guidance on resolving cases of land use conversion for households and individuals, ensuring consistency in the application of the law; and organize in-depth professional training for officials receiving and processing applications, especially for new administrative procedures that have been decentralized and delegated to the commune level, as well as administrative procedures that the provincial level receives regardless of administrative boundaries.

At the meeting, leaders of the Provincial Party Committee, the Provincial People's Committee, the Provincial People's Council, and various departments and agencies received suggestions and proposals from the grassroots; they directed, guided, and identified key tasks and necessary actions to focus on resolving difficulties and obstacles for localities in the coming period.

Phu Tho Provincial Party Secretary Truong Quoc Huy requested that communes and wards effectively implement social welfare policies; improve the quality of education, healthcare, culture, and sports; ensure that policies for war veterans and social welfare beneficiaries are fully and promptly implemented; and maintain political stability, national defense, security, and social order. Regarding proposals and recommendations from localities, Mr. Truong Quoc Huy instructed the Provincial People's Committee to direct relevant agencies to research, survey, and review them, ensuring they are consistent with available resources and prioritizing projects that connect regions and residential areas.

* On the same day, at the People's Committee of Hoa Binh Ward, the Phu Tho Provincial Party Committee delegation, along with sponsors, presented 200 wheelchairs to people who rendered meritorious services to the revolution and their relatives.
