Following the policy of the Standing Committee of Hai Duong Provincial Party Committee and Hai Phong City Party Committee on preparing for the merger of the two localities, at the Conference, leaders of the two sides exchanged and discussed to agree on solutions related to investment in traffic connection, housing and means to support Hai Duong officials to move to the new Political - Administrative Center of Hai Phong city, serving the work and meeting the development needs in the future.
Regarding traffic connectivity, in the immediate period, priority will be given to research and investment in upgrading and expanding a number of important traffic routes connecting Hai Duong and Hai Phong , including National Highway 5, Quang Thanh Bridge, Provincial Road 352 through Dinh Bridge, etc. Currently, Hai Duong province is implementing a number of traffic improvement projects on these routes. Therefore, Hai Duong leaders have proposed that Hai Phong city study and include these projects in the public investment plan for the 2021-2025 period for early implementation, facilitating traffic connectivity.
In the long term, the leaders of both localities affirmed the need to invest in a 23.5 km main traffic route, connecting Hai Duong City’s Ring Road 1 to the intersection of Nguyen Truong To Street and National Highway 10 in Hai Phong City. The consulting units will continue to research and develop feasible investment options, and report to Hai Phong City leaders after the merger for consideration and implementation.
The leaders of the two localities also agreed to support transportation for Hai Duong officials transferring to Hai Phong. The Department of Construction of Hai Duong province will summarize the transportation needs of officials and provide information to the Department of Construction of Hai Phong, from which they will work with transportation companies to provide buses and trains combined with buses.
Regarding housing, Hai Phong currently has an abundant supply of housing for rent and purchase from social and commercial housing projects. The city has requested the investor of the Social Housing Project at Lac Vien Warehouse 3 to arrange 400 apartments for Hai Duong officials to rent for 2-3 years. CRV Company has also been requested to urgently start construction of apartment buildings in the Do Muoi Street area near the new Political - Administrative Center, with priority given to Hai Duong officials. The two Departments of Construction will be the focal points for synthesizing and providing information on housing needs and projects.
At the working program, the leaders of Hai Duong province proposed that Hai Phong city support children of Hai Duong officials and civil servants to stabilize their schools when they follow their families to Hai Phong to work. At the same time, the Hai Phong City People's Council considered issuing a Resolution on a special mechanism to support Hai Duong officials and civil servants in the initial period when they move to work in the city. The goal is to help officials stabilize their lives, feel secure in their work and contribute to the overall development of the city. The leaders of the two localities also exchanged information on a number of key plans and projects that are being and will be implemented, which will have a great impact on socio-economic development in the future./.
