The streets and beaches are clean with restrooms and danger signs along the beach; the food areas are well-organized with no street vendors or street singers, reflecting the awareness of the people and the systematic approach to tourism in Dong Hoi City (Quang Binh).

Good way to do it

Arriving in Dong Hoi City, Quang Binh province in mid-April, after many years away, I found the city to have changed dramatically. Along both sides of the Nhat Le River, there are towering skyscrapers, clean and modern green parks, and further afield, upscale real estate projects. Most impressive is the cleanliness of the environment, from the small alleys in the villages and neighborhoods to the main roads, beaches, and parks…

The beaches are well-planned, with numerous public restrooms for tourists. A prime example is the Nhật Lệ estuary beach, where, in addition to safe swimming areas, areas unsuitable for swimming due to strong tides and annual erosion are redeveloped into green parks and outdoor food streets. For instance, the beach in front of the Vĩnh Hoàng Hotel on Trương Pháp Boulevard is fenced off with chain-links and signs prohibiting swimming; inside the fence is a green park area bordering the boulevard, divided into plots for outdoor food businesses. Mr. Tran Van Hung, head of the security team in sub-district 6, Hai Thanh ward, formerly a fishing village at the mouth of Nhat Le beach, said: “This beach area is unsuitable for swimming because the currents are strong and the water is dangerously deep. The city has planned a park with an outdoor food court featuring about 30 stalls along Truong Phap Boulevard, each with a frontage of about 10 meters, and a rental price of 25 million VND per year. They operate within the regulations of the management board, from 5 PM to 11 PM. After this time, they must clean up and return the area to its original state because it is still a public green park. Our security guards take turns managing and chasing away street vendors and street singers here.” Even so, they sometimes encounter problems due to the lack of awareness of vendors and customers, so they have to manage the area very well to avoid complaints during meetings with constituents.

Regarding environmental sanitation, in addition to requiring each family to have a clean and well-maintained trash can in front of their house, public places should have separate bins for organic and inorganic waste. Each ward should closely coordinate with the City's Urban Works and Environmental Sanitation Company to educate residents on maintaining environmental hygiene.

Creating a beautiful landscape

Thanks to this approach, Dong Hoi City has created a beautiful landscape and won the hearts of tourists at every destination. In particular, there are no street vendors or beggars pestering visitors. This is not only the case in Dong Hoi, but also in the Phong Nha - Ke Bang tourist area, where there are no beggars or street vendors; only restaurants that invite customers by handing out flyers and leaving phone numbers for customers to come to the restaurant if needed.

Thinking back to my hometown of Phan Thiet, I still see beggars on the streets and street vendors at tourist spots like Mui Ne Sand Dunes, Ong Dia Rock, and Duong Hill... The environment in some places is still unsightly, despite the city's efforts to raise awareness among residents about protecting the city's environment. While each place may have different customs, traditions, and living conditions, we are all living in a modern, civilized world. We can do anything; surely a green, clean, and beautiful living environment, which brings aesthetic benefits and protects our health, is something we can't. The people of Dong Hoi City are not the only ones doing this; many other places are serving as models for others to learn from and follow.
