5 enterprises are provided with electronic contract certification services by the Ministry of Industry and Trade, including: Vietnam Posts and Telecommunications Group, Vietnam Payment Solutions Joint Stock Company VNPay, MISA Joint Stock Company, Savis Joint Stock Company, EFY Vietnam Information Technology Joint Stock Company.
Thus, up to now, there have been 10 electronic contract certification organizations confirmed by the Ministry of Industry and Trade as qualified to provide services.
Director of the Department of E-commerce and Digital Economy Le Hoang Oanh said that the solution "Vietnam Electronic Contract Development Axis" is a platform that "bridges" organizations providing electronic contract certification services with electronic identification and authentication solutions, timestamps, digital signatures, cross-identification, etc. to help certify contracts quickly and effectively.
The Vietnam Electronic Contract Axis solution belongs to the group of e-commerce development solutions developed by the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), within the framework of implementing Decision 645/QD-TTg (dated May 15, 2020) approving the "National e-commerce development program for the period 2021-2025". The implementation of this solution aims to meet the needs of businesses, individuals and organizations regarding information security and ensuring the integrity of contracts in the context of globalization and strong development of e-commerce and digital economy in Vietnam.
This backbone system will play an important role in supporting the entire electronic contract application activities in Vietnam, connecting organizations providing electronic contract certification services with electronic identification and authentication solutions, timestamps, digital signatures, cross-identification, etc., thereby creating a foundation for fast and effective contract certification.
To effectively carry out their activities, Director Le Hoang Oanh requested that organizations providing electronic contract authentication services must ensure compliance with legal regulations on electronic contract authentication, ensure operations are in accordance with the approved service provision project; comply with regulations on information security and information management in the provision of electronic contract authentication services; implement a mechanism for resolving complaints and disputes between parties related to the provision of electronic contract authentication services.
In addition, Electronic Contract Certification Organizations need to continuously research and develop technological solutions to expand the scope of application of certified electronic contracts to organizations, businesses, and individuals, develop a safe and sustainable market, and contribute to promoting national digital transformation.
In addition, the Director requested that the Electronic Contract Certification Organizations coordinate with the Department of E-Commerce and Digital Economy (Department of E-Commerce Management, Center for Information Technology and Digital Technology) to apply transparent and effective databases; complete the connection with national databases according to Directive No. 18/CT-TTg dated May 30, 2023 of the Prime Minister.
