This reality poses an urgent need to innovate, expand and improve the quality of testing to ensure that drivers not only have driving skills but also understand the law and behave civilly when participating in traffic.
Solutions to reduce the "backlog" of documents
According to data from the Traffic Police Department ( Hanoi City Police), over the past month, the unit has organized 116 driving license tests, including 73 for cars and 43 for motorbikes, with a total of 33,545 candidates taking the test, mainly concentrated in the inner city area, leading to an "overload" situation at driving test centers in the inner city.
In that situation, the Traffic Police Department (Hanoi City Police) has organized additional driving test councils at testing centers in suburban areas, typically the Driving Training and Testing Center, Fire Prevention and Fighting University, Campus 2, Ministry of Public Security (Luong Son Commune, Phu Tho Province). This is a solution to reduce the workload for testing centers in the inner city, save time and costs, ensure health and create a stable mentality for candidates, thereby improving the quality of testing. On average, the center receives and processes 280 candidate files per day, mainly from the Northwestern provinces.
Mr. Pham Van Hoanh, Director of the testing yard, Driver Training and Testing Center, Fire Prevention and Fighting University, Campus 2 said: "The center is located in the Northwest of Hanoi, focusing on serving candidates from Lai Chau, Son La, Dien Bien, Phu Tho... We always coordinate closely with the Traffic Police Department (Hanoi City Police), creating the best conditions for candidates in training, accommodation, living and completing the exam in a public and transparent manner".
Step in the right direction
The Hanoi City Police Department's coordination with the Fire Prevention and Fighting University, Campus 2, to organize an examination council at this satellite center is a step in the right direction. Initially, this policy has been effective in both solving the overload situation in the inner city centers and helping candidates from the Northwestern provinces save time and travel costs. The public and transparent examination results have created trust among the people and enhanced the prestige of the examination work.
Mr. Tuan Anh (Moc Chau, Son La province) said: “Previously, someone in my family took the exam here and got good results, so I also chose this center. Traveling from Son La province to Luong Son (Phu Tho province) is much more convenient than going to Hanoi. The way the exam is organized is also professional, clear and transparent, making me feel more secure when taking the exam.”
It is forecasted that in the period 2025 - 2030, the demand for driver training and testing in Hanoi and surrounding areas may increase by 20 - 30% compared to present. The reasonable allocation of testing centers to the suburbs and neighboring areas is a long-term strategy, avoiding the "overload" situation at the testing councils.
According to Lieutenant Colonel Nguyen Trong Dong, Traffic Police Department (Hanoi City Police), the Driving Test Center of the Fire Prevention and Fighting University in Luong Son Commune, Phu Tho is one of the important satellite test centers of the Traffic Police Department, City Police; contributing to reducing the load for the inner city area. These nearby centers will facilitate travel, accommodation, and activities for candidates in the area and neighboring provinces.
Assessing real capacity
One of the new points that many candidates are interested in when taking the driving license test is the set of 600 theoretical questions issued by the Traffic Police Department (Ministry of Public Security), applied from June 1. The content of the set of questions adds many practical situational questions and dangerous handling skills, aiming to assess real ability instead of just testing theory... If the candidate answers any failing question incorrectly, he/she will be immediately failed, regardless of the total number of correct questions.
Immediately after finishing the driving test with 95 points, candidate Phuong Anh (31 years old, Dong Da ward, Hanoi city) said: In fact, this new set of 600 questions from the Traffic Police Department has updated new regulations of current laws and is close to reality; candidates must study carefully, grasp the law and are not allowed to be subjective or take lightly any part of the test. This helps candidates to be more confident when participating in traffic.
According to experts, with about 20% of the questions being different and more difficult than the old set of questions, candidates will inevitably have to "retake" the test many times to pass the exam. Thanks to the emergence of a network of satellite driving test centers and the timely addition of test councils, candidates will have more opportunities to choose to take the test at centers suitable for their residence, living and working place; and have the best health and mentality when taking the test.
In the near future, there will be no more “backlog” of exam registration files. In addition, the distribution of centers to suburban areas also contributes to reducing traffic flow into the inner city, indirectly limiting congestion and environmental pollution in the inner city.
According to the direction of the Ministry of Public Security and the Hanoi People's Committee, in the coming time, the functional sectors will continue to review, plan and expand the network of testing centers in many areas, especially the East and South of the city. The formation of a "belt" of satellite testing centers, covering the gateways of the capital, serving people throughout the Red River Delta and the Northwest, aims to directly improve the quality of testing and granting of road motor vehicle driving licenses to people. In addition, adding more testing councils at satellite driving testing centers on the outskirts of the capital also creates a premise for the socialization of driver training and testing. Schools and centers can cooperate with state management agencies to improve the quality of training, ensure safe output, and minimize the risk of accidents.
In fact, when the network of satellite driving test centers is widespread, the testing process is shortened, no longer stressful and costly. The public and transparent test results will contribute to raising awareness, ethics and skills for drivers when participating in traffic, building an increasingly civilized and safe traffic culture for the whole society./.
