More cooperatives, increasing the scope of activities for the collective economy

Participate in many different industries

Mr. Dang Kim Ba, Chairman of the Provincial Cooperative Union, said: The 5 newly established cooperatives include 4 agricultural cooperatives and 1 non-agricultural cooperative; bringing the total number of cooperatives operating in the province to 183. Of these, 145 are agricultural cooperatives, 9 are industrial - handicraft cooperatives, 16 are transport cooperatives, and 13 are trade and service cooperatives. In particular, in each field, there has been a more diverse participation of cooperatives. Typically, in the agricultural field, for a long time, cooperatives mainly maintained traditional agricultural production activities such as planting and raising livestock associated with rice, fruit trees, raising cattle, poultry, etc. Currently, agricultural cooperatives are closer to aquaculture and forestry activities associated with lobsters, seaweed, planted forest trees, etc. and experiential tourism services.

In 2023, Song Cau Lobster General Service Cooperative in Xuan Thinh Commune was established, becoming the first collective economic unit (KTTT) in the province specializing in the field of seafood associated with lobsters. In early 2025, Song Cau Town also recorded the establishment of another lobster cooperative, the Lobster Trade and Service Cooperative in Xuan Phuong Commune. According to the People's Committee of Song Cau Town, if the first lobster cooperative focuses on farming, fishing, transportation, and preservation, the next cooperative will focus on seafood trade services. The locality hopes that these cooperatives will link together, along with businesses and farming households, to promote the development of the local specialty lobster in the right direction.

With the establishment of An My Agricultural and Community Tourism Cooperative (Tuy An district) in 2020, the province's KTTT officially participated in the tourism sector. Since then, the province has had 3 more cooperatives specializing in tourism activities and many general cooperatives with tourism activities. In early 2025, 2 tourism cooperatives were established, namely Phu Yen Coastal Trade, Service and Tourism Cooperative (Tuy An district), Huy Phu General Agricultural and Forestry Tourism Cooperative (Dong Hoa town). According to the Provincial Cooperative Union, initially, the tourism activities of cooperatives were concentrated in mountainous areas associated with ethnic minority festivals and natural landscapes such as waterfalls, streams, etc. Up to now, the cooperatives have expanded their tourism activities to coastal areas and forestry production experiences.

Encouragement from support policies

According to the Provincial Cooperative Union, the collective economic units benefit from many support policies. Specifically, cooperative groups, cooperatives and cooperative unions are provided with information including registration, plans, support projects, business guidance, credit, market and related legal policies through the National Cooperative Information Portal; are consulted on human resources, finance, production, sales, administration and other areas related to production and business activities; organize conferences, seminars, tours, surveys and consultations, help build production and business plans to replicate the model of cooperatives and cooperative unions operating effectively.

In 2024, the Provincial People's Committee approved a budget of nearly 33 billion VND from public investment capital to support cooperatives under the Program to support collective economy and cooperatives in the period of 2021-2025. In addition, the Provincial People's Committee issued Plan 218 of the Provincial People's Committee on propaganda and mobilization for the establishment of cooperatives in the fisheries sector in Phu Yen in the period of 2021-2025...

In addition, cooperatives are supported in applying science, technology, innovation and digital transformation; provided with market information, financial support for participating in fairs, building brands and participating in e-commerce platforms; supported with costs for renting locations and promoting products in localities. KTTT units are also supported in investing in developing infrastructure and equipment for production and business. Agricultural cooperatives are supported with capital, seeds and equipment for sustainable production and organic agriculture...

The advantage of support policies is one of the attractions for participating in the establishment of cooperatives.

According to Mr. Nguyen Van Dong, Director of Hoa Phong Agricultural Service Cooperative (Tay Hoa district), in 2024, the Cooperative received 215 million VND in support from the commune and district to develop production. Specifically, the District Department of Agriculture and Rural Development supported 12 million VND, and the Commune People's Committee supported 203 million VND. From this source of funding, the Cooperative expanded the mulberry growing area and invested in a new technology automatic irrigation system.
