Additional parameters for early construction of second runway for Long Thanh airport

The cost of early construction of the second runway at Long Thanh International Airport, estimated at VND3,455 billion, will be balanced within the overall Component Project 3 being implemented.

More information has been leaked regarding the construction of the second runway at Long Thanh International Airport since the Vietnam Airports Corporation (ACV) sent Document No. 3434/TTr-TCTCHKVN to the Ministry of Transport.

In this submission recently sent to the Ministry of Transport , ACV requested the Ministry of Transport to consider and continue representing the Government to submit to the National Assembly for approval the adjustment of the investment policy and pre-feasibility study report of the Long Thanh International Airport Project.

Previously, the Ministry of Transport was the Government representative agency that submitted to the National Assembly for approval Resolution No. 94/2015/QH13 on the investment policy of Long Thanh International Airport Project Phase I and Resolution No. 95/2019/QH14 on approving the Investment Project for Construction of Long Thanh International Airport Phase I.

Mr. Nguyen Tien Viet, Deputy General Director of ACV, said that this additional item includes the construction of a 4,000 m long runway in the direction of 05L/23R; construction of parallel taxiways, connecting road systems; signal lights, runway and taxiway signs; flight management equipment systems and other synchronous works to ensure operations.

This item will be completed synchronously with the Long Thanh International Airport Construction Investment Project Phase I (2026).

According to ACV leaders, the area for the construction of the second runway is completely within the investment scope of the construction of Long Thanh International Airport Phase I, which is 1,810 hectares and has been cleared. ACV has received the handover to implement the project and this area has completed the construction of the ground leveling and drainage work in Phase I.

"The entire investment cost for the construction of runway 2 and other synchronous infrastructure works will be funded by ACV without using government guarantees," ACV leaders informed.

It should be added that ACV wants the Ministry of Transport to report to the competent authority to consider adjusting the investment policy of the Long Thanh International Airport Construction Investment Project Phase I because Resolution No. 94/2015/QH13 was approved by the National Assembly on the basis of reviewing Report No. 360/TTr-CP dated October 1, 2014 and Report No. 241/BC-CP dated May 26, 2015 of the Government (signed by the Ministry of Transport on behalf of the Government).

In which, Clause 6, Article 2 stipulates: the time and roadmap for investing in the second runway will be in phase II and have an open configuration; the Government directs the preparation of a feasibility study report for each phase of the Project and reports to the National Assembly for approval before deciding on investment.

In Resolution No. 95/2019/QH14, the National Assembly approved a number of main contents of the Feasibility Study Report on the Long Thanh International Airport Construction Investment Project Phase I based on the consideration of Submission No. 450/TTr-CP dated October 7, 2019 of the Government (also signed by the Ministry of Transport on behalf of the Government).

In which, it is stipulated to "invest in the construction of a runway and a passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year; 1.2 million tons of cargo/year".

“Therefore, the adjustment of the two resolutions of the National Assembly is the legal basis for ACV to be able to start the construction of the second runway early so that it can be completed synchronously with other items of the Long Thanh International Airport Construction Investment Project Phase I,” said an ACV representative.

According to ACV representative, practical experience shows that international airports that play the role of gateways, with a design capacity of about 25 million passengers/year such as Long Thanh International Airport Phase I, all have 2 parallel runways connected to each other.

Accordingly, airports with 2 runways in the country are Noi Bai, Da Nang, Tan Son Nhat; in Asian countries, they are Kansai/Osaka International Airport (capacity of 18 million passengers/year, including 2 runways), Shanghai International Airport (capacity of 28 million passengers/year, including 3 runways: a pair of near parallel runways and a far parallel runway).

Multifaceted benefits

It is known that during the implementation of the Long Thanh International Airport Construction Investment Project Phase I, ACV - the investor of Component Project 3 "Essential works at the airport", the investor operating Long Thanh International Airport Phase I realized that the need to invest in the construction of a second runway parallel to and connected to the first runway right during the investment and construction of Long Thanh International Airport Phase I is extremely necessary and will bring many benefits in the operation and exploitation of Long Thanh International Airport in the future.

Specifically, the addition of a second runway parallel to and connected to the first runway will contribute to improving the capacity to ensure flight safety, ensuring continuous operational stability to serve the socio-economic development goals, security and defense of Long Thanh International Airport Phase I even when there is an incident at the first runway, while improving the flexibility and operational efficiency of Long Thanh International Airport Phase I.

In addition, investing in a second runway during the construction of Long Thanh International Airport Phase I to be ready for synchronous operation with the passenger terminal and the first runway will contribute to optimizing operations and improving economic efficiency for the entire Long Thanh International Airport Phase I as soon as it is put into operation.

In addition, in the case of investing in the construction of a second runway after Phase I of Long Thanh International Airport has been completed and put into operation, construction activities (causing dust and noise; needing to connect infrastructure, technical control systems; needing a team of experts, engineers, and workers to regularly enter and exit the airport area...) may affect or even interrupt operations at certain times.

According to the leader of the Aviation Construction Design and Consulting Company Limited (ADCC), investing in a second runway right during the investment and construction process of Long Thanh International Airport Phase I to be ready for synchronous operation with the passenger terminal and the first runway will contribute to optimizing operations and improving the overall economic efficiency of Long Thanh International Airport Phase I as soon as it is put into operation.

“The construction of the second runway during the construction of the Long Thanh International Airport Project Phase I helps to facilitate the overall construction organization, such as taking advantage of available human resources and equipment at the construction site, saving time, and avoiding additional costs,” said Mr. Nguyen Dinh Chung, Director of ADCC.

In the explanation of the Pre-Feasibility Study Report (adjusted), the consulting unit also recommended that competent authorities consider and approve the plan to assign ACV as the investor of the second runway and put the second runway parallel to, directly connected to the first runway in Component Project 3 - Long Thanh International Airport Construction Investment Project Phase I.

According to preliminary calculations, the total investment for the second runway project - Long Thanh International Airport Phase I is estimated at VND3,455.6 billion. Of which, the construction cost is VND2,244.9 billion, the equipment cost is VND368 billion, the management and consulting cost is VND391.9 billion and the contingency cost is VND450.7 billion.

ACV leaders said that the investment cost for the construction of the second runway will be balanced in the overall Component Project 3 - Long Thanh International Airport Construction Investment Project Phase I which has been approved (VND 99,019.261 billion) on the basis of saving on construction investment costs of other items, such as saving in the process of making construction estimates compared to making total investment; saving in the process of selecting contractors compared to the bid package price, saving in the process of contract implementation...

"This helps not to increase the total investment of Component Project 3, and does not affect the preliminary total investment of the Long Thanh International Airport Construction Investment Project Phase I approved in Resolution No. 94/2015/QH13," ACV leaders analyzed.

It is known that in early September 2024, the Ministry of Transport sent an official dispatch requesting the Ministry of Planning and Investment to guide the investment procedures for the second runway - Long Thanh International Airport.

According to the Ministry of Transport, the proposed investment in the second runway of ACV at this stage is not suitable in terms of timing and location according to the scale of the phase as decided by the National Assembly in the investment policy of the Project, so it is necessary to carry out the procedure of submitting and approving the adjustment of the investment policy, specifically adjusting the content in Clause 6, Article 2, Resolution No. 94/2015/QH13.

The report to the Ministry of Transport for synthesis and submission to the competent authority for consideration and approval of the adjustment of the project investment policy is only carried out when the project uses public investment capital in accordance with the provisions of law. While according to the proposed content, ACV uses the enterprise's capital to invest in the construction of the second runway, it is necessary to carry out the procedure for adjusting the investment policy in accordance with the provisions of Article 34, Investment Law 2020 and Article 31, Decree No. 29/2021/ND-CP dated March 26, 2021 of the Government regulating the order and procedures for appraising important national projects and monitoring and evaluating investment.

“Given the urgent need to soon implement investment in the construction of the second runway to ensure synchronous completion with phase I of the Project, the Ministry of Transport requests the Ministry of Planning and Investment to study and give opinions on the investment procedures for the construction of the second runway to be carried out in accordance with the provisions of the law on investment or other relevant laws as a basis for the Ministry of Transport to coordinate with ACV to complete the dossier and report to competent authorities,” Mr. Le Anh Tuan, Deputy Minister of Transport proposed.
