Ms. Nguyen Thi Thao Nguyen, Deputy General Director of Hoa Phat Group emphasized: Resolution 68 not only unties the knots for private enterprises, but from the perspective of enterprises, it can also be said to arouse national pride of private enterprises with the spirit of self-reliance. We can imagine each enterprise as a cell of the economy. Each healthy cell will make the economy healthy. We are looking to do more to contribute to the economy. We hope that with Resolution 68 arousing national pride in the spirit of self-reliance, there will be enterprises and products that can compete with the world.
At the workshop, Ms. Nguyen Thi Thao Nguyen said that in the current context, importing countries continue to develop trade defense measures through tariff and technical tools to limit exports from countries like Vietnam. Therefore, we also expect that agencies and sectors need to actively consult the Government to develop policies in accordance with international practices and laws to be able to reasonably protect domestic enterprises.
"We hope to be able to compete equally with foreign goods imported into Vietnam. Especially recently, cheap foreign goods have flooded into Vietnam a lot. Vietnamese enterprises also need to create a good enough domestic environment to develop strongly," emphasized Deputy General Director of Hoa Phat Group Nguyen Thi Thao Nguyen.
Enterprises want policies to come into life.
In the same excited mood as many private enterprises, Mr. Truong Sy Ba, Chairman of Tan Long Group - Vietnam's leading agricultural group, affirmed that for Vietnamese private enterprises, having Resolution 68 is considered "a drought meets a shower" - "a shower" that has been waiting for decades. For the first time, there is a resolution that puts private enterprises in the right position, so that Vietnamese private enterprises can have a stronger and more open development environment.
Mr. Truong Sy Ba hopes that the implementation, operation and enforcement of all ministries, departments and branches need to be synchronized so that the Resolution's policies can truly reach the economy and the lives of businessmen.
From his own company's experience, according to Mr. Truong Sy Ba, for an enterprise in the agricultural sector to have products with the Vietnamese brand name exported to countries such as Japan or Europe, the enterprise must focus on investing heavily in modern technology for preservation, production, processing, and reducing post-harvest losses.
However, to invest in modern and qualified technological lines, enterprises need larger and more open capital sources. The current bank lending interest rate of 8-10% is a big challenge because the profit margin of the agricultural sector is not high. Therefore, Tan Long leaders recommend that, from Resolution 68, during the implementation process, the banking sector has more preferential interest rate packages for the agricultural sector, especially giving priority to units that are investing heavily in infrastructure, processing, and post-harvest preservation.
Regarding the textile industry, Mr. Pham Van Viet, Chairman of the Board of Directors of Viet Thang Jean Company, emphasized the need to build a supporting industry, ensuring the principle of origin in major markets. Increasing the localization rate and participating in the global supply chain will help businesses increase their competitiveness in the current context.
Mr. Pham Van Viet proposed: Resolution 68 also mentioned tax reduction, tax exemption, support for land access in industrial zones... but it needs specific financial policies such as green finance, support for businesses to access and convert technology as quickly as possible. Only by applying new technology can businesses ensure environmentally friendly production and price competitiveness...
Sharing at the workshop, Dr. Tran Du Lich, an economic expert, emphasized that we have never had such a major breakthrough policy. From Resolution 18 on administrative reorganization, Resolution 69 on law-making, for the first time we have built an efficient and effective public service. That is a developmental state, shifting from management to service.
Second is the issue of the times, we have Resolution 57 on breakthroughs in science and technology development, innovation and national digital transformation. Along with that is Resolution 59 on international integration in the new situation.
Dr. Tran Du Lich believes that Resolutions 57, 59, 68, and 198 can open a new era for the nation. Regarding the legal framework to institutionalize the resolutions into life, the National Assembly will complete this work next June.
