Weather on October 23: Storm No. 12 weakens into a tropical depression, Central region continues to have heavy rain

According to the National Center for Hydro-Meteorological Forecasting, at 1:00 a.m. on October 23, the center of the tropical depression was at about 16.3 degrees North latitude; 109.0 degrees East longitude, on the sea from South Quang Tri to Quang Ngai, about 80km East Northeast of Da Nang city.

The strongest wind near the center of the tropical depression is level 6 (39-49 km/h), gusting to level 8. It is forecasted that in the next 12 hours, the tropical depression will move southwest at a speed of 10-15 km/h, making landfall in the area from Da Nang to Quang Ngai and gradually weakening into a low pressure area.

Currently, due to the influence of the tropical low pressure circulation combined with cold air, strong winds have been recorded at coastal island stations. Bach Long Vi station has strong northeast winds of level 6-7, gusts of level 9; Con Co and Ly Son stations have strong winds of level 6, gusts of level 8, rough seas. During the day and night of October 23, the North East Sea, Bac Bo Gulf and the sea area from Quang Tri to Quang Ngai continue to have strong winds of level 6-7, gusts of level 8-9; waves of 2-5m high, rough seas.

Due to the simultaneous impact of the tropical low pressure circulation, cold air and East wind disturbances, from the night of October 22 to the night of October 24, the area from Ha Tinh to Quang Ngai will have heavy to very heavy rain, with rainfall ranging from 100-200mm, with some places exceeding 300mm. Particularly, the area from South Quang Tri to Da Nang city is forecast to have exceptionally heavy rain with rainfall ranging from 200-400mm, with some places exceeding 700mm. The rain will be concentrated from early morning of October 23 to the night of October 24.

Prolonged heavy rains pose a risk of flash floods and landslides in mountainous provinces and localized flooding in low-lying areas and coastal cities. The meteorological agency warns that heavy rains in the Central region are likely to last until the end of October 2025. Localities from South Quang Tri to Da Nang need to closely monitor the weather situation, proactively operate hydroelectric and irrigation reservoirs safely, and prepare response plans for flood scenarios on rivers that may reach alert levels 2-3, and in some places exceed alert level 3. Forecast level of natural disaster risk due to floods and inundations in the Central region: level 2-3.

In the North, Thanh Hoa and Nghe An, there will be rain in some places, cold at night and in the morning, and cold in some mountainous areas. The Central Highlands and the South will continue to have scattered showers and thunderstorms, with local heavy rains of over 80mm.

Cold weather; especially in the mountains, it is cold in the morning and at night. The lowest temperature is 18-21 degrees Celsius, in the mountains, some places are below 17 degrees Celsius. The highest temperature is 21-24 degrees Celsius, some places are above 24 degrees Celsius.

Provinces from Thanh Hoa to Hue are cloudy, in the North (Thanh Hoa - Nghe An), there is scattered rain, in the South there is moderate rain, heavy rain and thunderstorms, locally very heavy rain; especially in the South of Quang Tri and Hue City there is heavy to very heavy rain. North to northwest wind level 3-4. During thunderstorms there is a possibility of tornadoes, lightning and strong gusts. Cold in the morning and at night. Lowest temperature 19-22 degrees Celsius. Highest temperature 21-24 degrees Celsius, some places above 24 degrees Celsius.

South Central Coast region: Northern part is cloudy with moderate rain, heavy rain and thunderstorms, locally very heavy rain, especially in Da Nang city; Southern part is cloudy, in the afternoon and evening there are scattered showers and thunderstorms, locally heavy rain. Northeast wind level 3-4. During thunderstorms there is a possibility of tornadoes, lightning and strong gusts. Lowest temperature 23-26 degrees Celsius. Highest temperature in the North 26-29 degrees Celsius; Southern part 29-32 degrees Celsius.

The Central Highlands is cloudy with scattered showers and thunderstorms; in the afternoon and evening there will be scattered showers and thunderstorms, with some places experiencing heavy rain. Northeast wind level 2-3. During thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind. The lowest temperature is 19-22 degrees Celsius. The highest temperature is 27-30 degrees Celsius, with some places above 30 degrees Celsius.

The South is cloudy with scattered showers and thunderstorms, some places have heavy rain. Light wind. During thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind. Lowest temperature 23-26 degrees Celsius. Highest temperature 31-34 degrees Celsius, some places above 34 degrees Celsius.

Ho Chi Minh City is cloudy with scattered showers and thunderstorms, some places with heavy rain. Light wind. During thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind. Lowest temperature 24-26 degrees Celsius. Highest temperature 31-34 degrees Celsius.
