The consultation process was conducted seriously and synchronously from Party committees, government agencies, mass organizations to all strata of the people, ensuring democracy, objectivity, and the leveraging of collective intelligence. The opinions expressed not only showed confidence in the Party's leadership but also the expectation that the 14th National Congress would set forth correct guidelines and effective solutions to lead the country to rapid and sustainable development in the new period.
United in successfully implementing the Resolution of the 13th National Congress.

After reviewing the assessment of the implementation of the Resolution of the 13th National Congress of the Party in the draft Political Report of the 14th National Congress of the Party, Mr. Pham Van Dan, Secretary of the Tan Van Street Party Branch, Hoa Lu Ward, highly appreciated the political determination, solidarity, and tireless efforts of the entire Party, people, and army in organizing and implementing the Resolution of the 13th National Congress of the Party. In the context of the country facing many difficulties, especially the severe consequences of the COVID-19 pandemic and the complex fluctuations of the global economic and political situation, Vietnam has maintained stability, continued to develop, and achieved very important and comprehensive results, with many outstanding highlights.
According to Mr. Pham Van Dan, one of the key factors contributing to these achievements is the flexible and decisive leadership and guidance of the Party. The policies and guidelines issued are closely aligned with reality, responding promptly to emerging issues, especially in socio-economic management. Major orientations such as: accelerating digital transformation, developing strategic infrastructure, promoting the green economy and circular economy, attracting high-quality investment… clearly demonstrate the long-term vision and strong innovative thinking of the Party in the new development phase.
Mr. Pham Van Dan particularly emphasized the work of Party building and rectification, and the fight against corruption and negative phenomena. According to him, this is a prominent highlight, demonstrating a very high level of political determination, with the motto "no forbidden zones, no exceptions." This work has contributed to purifying the ranks of officials, strengthening the people's trust, and tightening discipline and order within the public administration.
In the economic, social, defense and security, and foreign affairs fields, Mr. Pham Van Dan noted positive results. Specifically, economic growth has been maintained at a reasonable level amidst global difficulties; the lives of the people, especially vulnerable groups such as the poor, ethnic minorities, and people in remote areas, continue to improve. In addition, political security and social order have been maintained, foreign relations have expanded, and Vietnam's position and prestige in the international arena have been significantly enhanced.
Mr. Pham Van Dan highly appreciated the spirit of consensus and strong participation of all strata of the people. From farmers and workers to intellectuals and businesspeople, all classes have demonstrated a sense of responsibility and worked together to build the country. Patriotic emulation movements and movements to study and follow the thoughts, ethics, and style of Ho Chi Minh are increasingly deepening and bringing practical results to social life.
Based on the practical experience of implementing the Resolution of the 13th National Congress of the Party, Pham Van Dan, Secretary of the Tan Van Street Party Branch, expressed his firm belief in the Party's leadership. He believes that for the country to achieve breakthroughs, it is necessary to continue to promote the strength of national unity, improve national governance capacity, steadfastly pursue the goal of sustainable development, and constantly innovate for the goal of "a prosperous people, a strong nation, democracy, fairness, and civilization."
Innovate thinking, refine the development model.

Highly appreciating the seriousness, comprehensiveness, and depth of the draft report summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years, Vice Chairman of the People's Committee of Cuc Phuong commune, Dinh Thi Van, said that the draft accurately reflects the stature and leadership role of the Party throughout the reform process, demonstrating increasingly mature theoretical thinking and close adherence to reality. In particular, the report correctly recognizes the role of the socialist-oriented market economy, emphasizes sustainable development, and growth coupled with social justice; while frankly pointing out existing problems such as wealth inequality, corruption, moral decay, and resource waste…
Commenting on the theoretical aspects, Ms. Dinh Thi Van suggested that the report needs to clarify the meaning of "socialist-oriented market economy" and needs to more deeply assess the role of the private sector in the context of international integration and the fourth industrial revolution.
In practice, Ms. Dinh Thi Van suggested that the report should pay more attention to the development disparities between regions, between rural and urban areas, and between plains and mountainous regions. According to her, economic development must go hand in hand with ensuring social equity. Furthermore, the report should propose clearer policies to support workers, especially factory workers, farmers, and informal workers – groups that make significant contributions but still face many disadvantages.
Regarding leadership and governance methods, Ms. Dinh Thi Van emphasized the role of the rule of law, transparency, and accountability in state management to strengthen the trust of the people and the business community. She stressed the importance of promoting the application of digital technology and accelerating digital transformation within the administrative apparatus to serve the people more effectively and conveniently.
Vice Chairman of the People's Committee of Cuc Phuong Commune, Dinh Thi Van, expressed her wish that the Party would continue to promote the spirit of democracy and listen to the opinions of the people throughout the process of policy formulation and implementation; at the same time, it is necessary to strengthen the fight against corruption and waste; improve the ethics and responsibility of cadres and civil servants; prioritize investment in essential areas such as education, health, and the environment; and encourage the role of intellectuals, entrepreneurs, and the younger generation in the cause of national development.
Ms. Dinh Thi Van expressed her hope that the report summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years would be an important milestone, creating a foundation for the country to continue its strong reform, sustainable development, and greater fairness.
