
Speaking at the Plenary Session, the Head of the Vietnamese Delegation emphasized the current complex challenges in the world ; affirmed that protecting humanitarian standards is protecting the dignity and most sacred values of human beings; is a legal obligation, the voice of conscience and the common responsibility of all humanity. Emphasizing that the humanitarian spirit is a tradition of the Vietnamese people, a priority in the country's development policies and guidelines. In every stage of development, Vietnam always puts people at the center of its development strategy, considering ensuring human rights, caring for the material and spiritual life of the people as the foundation for social stability and progress. Accordingly, Vietnam actively participates in global efforts in responding to humanitarian crises, climate change, disease prevention, protecting the vulnerable and promoting gender equality.
To contribute to the international community in maintaining humanitarian standards and promoting more effective humanitarian action in times of crisis, the Vietnamese delegation made a number of proposals. Firstly, parliaments should continue to improve the national legal framework on protecting people in emergencies and crises, including promulgating and updating laws related to disaster risk management, supporting refugees, protecting women and children, vulnerable people, etc., and ensuring the right to access humanitarian assistance. Secondly, it is necessary to allocate resources appropriately for relief, recovery and reconstruction programs after disasters; encourage the participation of social organizations, businesses and local communities. Thirdly, it is necessary to strengthen the monitoring of the implementation of international humanitarian commitments. Finally, parliaments need to strengthen mutual cooperation, proactively promote dialogue and share experiences to improve the effectiveness of cross-border humanitarian action, while ensuring that all relief activities are conducted in a humanitarian spirit.
Representatives of the Vietnamese delegation also actively participated in speaking at the sessions of the Committee on International Peace and Security and the Committee on Sustainable Development. The statements of the Vietnamese delegation were agreed upon and highly appreciated by the countries and were compiled by the IPU Secretariat to be included in the general document of the General Assembly.
It is expected that in the remaining meeting days of IPU-151, the Vietnamese delegation will continue to participate in plenary sessions, the Executive Council, the Sustainable Development Committee, the Committee on United Nations Affairs and the discussion session on urgent topics.
Within the framework of the Conference of the Association of Secretaries General of Parliaments (ASGP) held in parallel with IPU-151, on October 21, Deputy Head of the Office of the National Assembly of Vietnam Le Thu Ha was elected to the ASGP Executive Committee for the 2025-2028 term, with the highest number of votes among the candidates. This is the first time that the Vietnamese National Assembly has a representative elected to the leadership of the ASGP, marking an important step forward in the process of proactively and actively integrating into international parliaments; at the same time, affirming the trust and appreciation of the world parliamentary community for the role, prestige and practical and responsible contributions of the Vietnamese National Assembly in multilateral parliamentary activities in recent times.
In addition, on the sidelines of the General Assembly, the Vietnamese delegation had bilateral meetings to discuss inter-parliamentary cooperation and preparations for upcoming delegation exchanges.
