On Wednesday, May 24, 2023, the National Assembly continued the third working day of the 5th Session at the National Assembly House under the chairmanship of National Assembly Chairman Vuong Dinh Hue. The session was broadcast live on Vietnam National Assembly Television.

5th Session, 15th National Assembly, May 24, 2023

Morning

The National Assembly held a plenary session in the hall under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai.

Content 1: The National Assembly listened to Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, present the State budget settlement report for 2021; listened to State Auditor General Ngo Van Tuan present the State budget settlement audit report for 2021; listened to Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present the State budget settlement audit report for 2021.

Content 2: The National Assembly listened to the Member of the Standing Committee of the National Assembly, Chairman of the Finance and Budget Committee of the National Assembly Le Quang Manh present the Report on explanation, acceptance and revision of the draft Law on Bidding (amended). After that, the National Assembly discussed in the hall about the above content. At the discussion session, 16 delegates spoke, 5 delegates debated, in which the majority of delegates highly appreciated the preparation of the Report on acceptance, explanation and revision of the Standing Committee of the National Assembly and contributed many enthusiastic and responsible opinions to complete the draft Law, such as: scope, subjects of application; application of the law to state-owned enterprises; forms and methods of selecting contractors and investors; cases of designated bidding, pre-bidding; selection of contractors in special cases, cases of implementing projects using land, public service units; process and procedures for selecting contractors and investors; responsibilities of parties participating in bidding activities; Purchase of drugs, chemicals, medical equipment; resolve complaints and petitions in bidding, cancel bids.

At the end of the discussion session, Minister of Planning and Investment Nguyen Chi Dung, on behalf of the drafting agency, explained and clarified a number of issues raised by National Assembly deputies.

Afternoon

The National Assembly held a plenary session in the hall under the direction of Vice Chairman of the National Assembly Tran Quang Phuong.

Content 1: The National Assembly listened to Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, present the Proposal and Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present the Verification Report on continuing to implement the policy of reducing value added tax by 2% according to Resolution No. 43/2022/QH15 dated January 11, 2022 on continuing to implement the policy of reducing value added tax by 2% according to Resolution No. 43/2022/QH15 dated January 11, 2022.

Content 3: The National Assembly listened to the presentation of the Report on explanation, acceptance and revision of the draft Law on Civil Defense by Member of the National Assembly, Chairman of the National Assembly's Committee on National Defense and Security, Le Tan Toi. After that, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Civil Defense. At the discussion session, 16 delegates spoke, in which the delegates basically agreed with many contents in the Report on explanation, acceptance and revision of the National Assembly Standing Committee. In addition, the delegates contributed opinions on: scope of regulation; interpretation of terms; principles of Civil Defense activities; application of the Law on Civil Defense and related laws; State policies on civil defense; State management responsibilities on civil defense; level of civil defense; authority and measures applied in civil defense activities; command and management activities, national command agency, civil defense command agency; civil defense force; rights and obligations of agencies, organizations and individuals in civil defense activities; resources for civil defense; Civil defense fund; regimes and policies for participants in civil defense activities; mobilization, calling for voluntary contributions and allocation of relief and support resources.

At the end of the discussion session, Minister of National Defense Phan Van Giang, on behalf of the drafting agency, explained and clarified a number of issues raised by National Assembly deputies.

Thursday, May 25, 2023: In the morning, the National Assembly discussed in groups: Additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023; Practice of thrift and anti-waste in 2022; Approval of the 2021 state budget settlement; Adjustment of the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province; Decision on the investment policy of the traffic project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa Province - connecting with Lam Dong and Ninh Thuan; Assignment of the list and capital level for tasks and projects under the Socio-economic Recovery and Development Program; Assign, adjust and supplement the medium-term public investment plan of the central budget for the 2021-2025 period and allocate the central budget investment plan for 2023 of the national target program; Continue to implement the policy of reducing value added tax by 2% according to Resolution No. 43/2022/QH15 dated January 11, 2022; Policy on additional investment in charter capital for the Vietnam Bank for Agriculture and Rural Development. In the afternoon (broadcast live on Vietnam National Assembly Television), the National Assembly listened to: The Submission and Report on the examination of the draft Law on Water Resources (amended); Report on explanation, acceptance and revision of the draft Law on Cooperatives (amended). After that, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Cooperatives (amended)./.
