The report on the activities of the first 5 months of 2025 of the Social Policy Bank, presented by General Director Duong Quyet Thang, said: As of May 31, 2025, the total credit capital reached 410,857 billion VND, an increase of 9.2% compared to 2024. Of which: Capital received from the state budget: 47,678 billion VND, accounting for 11.4%; capital borrowed from the State Bank, borrowed and received foreign entrustment: 9,187 billion VND, accounting for 2.2%; received 2% deposits from 4 state credit institutions: 147,699 billion VND, accounting for 35.4%; issued bonds guaranteed by the Government: 74,950 billion VND, accounting for 18%; Mobilizing capital from organizations and individuals in the market and receiving deposits through Savings and Loan Groups: 51,852 billion VND, accounting for 12.4%; capital entrusted from local budgets: 61,427 billion VND, accounting for 14.7%.
To date, 54/63 branches have exceeded the 2025 plan.

Results of the implementation of the credit growth plan by May 31, 2025: Total lending turnover reached VND 67,353 billion, with 1,077 thousand poor households and other policy beneficiaries receiving loans; total debt collection turnover reached VND 45,312 billion, equal to 67.3% of lending turnover.
Total outstanding policy credit balance reached VND 389,388 billion, up 5.9% compared to 2024 with nearly 6,842 thousand customers with outstanding debt.
Total overdue debt and debt write-off of the whole system is 2,091 billion VND, accounting for 0.54% of total outstanding debt. The whole system has 58/63 branches with overdue debt ratio below 0.5% of total outstanding debt.
Total outstanding policy credit balance jointly managed by socio-political organizations is VND 386,158 billion, an increase of VND 20,959 billion compared to December 31, 2024; overdue debt is VND 829 billion, accounting for 0.21% of total outstanding debt, an increase of VND 260 billion compared to the beginning of the year; deferred debt is VND 1,222 billion, accounting for 0.32% of total outstanding debt, a decrease of VND 219 billion compared to the beginning of the year. Of which: Vietnam Farmers' Union is VND 114,239 billion, accounting for 29.6%; Vietnam Women's Union is VND 146,142 billion, accounting for 37.8%; Vietnam Veterans' Association is VND 67,774 billion, accounting for 17.6%; Ho Chi Minh Communist Youth Union Central Committee is VND 58,003 billion, accounting for 15%.

In Lam Dong province, as of May 31, 2025, the total policy credit capital reached VND 6,581,957 million, up 2.2% over the previous month, up 6.9% over the beginning of the year. Loan turnover in the month reached VND 295,279 million, accumulated in 5 months VND 1,100,319 million with 18,162 poor households and other policy beneficiaries receiving loans, up 16.7% over the same period in 2024.
Total outstanding policy credit reached 6,564,117 million VND/100,394 borrowing households, up 2.1% compared to the previous month and up 6.75%) compared to the beginning of the year, completing 83.0% of the assigned growth plan (Transaction offices with high growth plan completion rates: Di Linh, Da Huoai, Head Office, Bao Lam...).

Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee and Plan No. 141/KH-BCĐTKNQ18 dated December 6, 2024 of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW on the orientation of streamlining the Government's apparatus, the VBSP has proactively reviewed, researched, and developed a plan to streamline the apparatus.
Specific plan for organizational arrangement, expected: Continue to maintain the current model of the management organization of the Social Policy Bank at the central and provincial levels (no longer the District-level Representative Board of the Social Policy Bank). The concurrent members of the Social Policy Bank's Board of Directors must ensure that it is consistent with the leadership structure of ministries and ministerial-level agencies after the arrangement and streamlining of the Government's organizational structure. The members of the Provincial Representative Board of the Social Policy Bank must ensure that it is consistent with the leadership structure of state management agencies in departments, branches, sectors, Fatherland Front agencies and grassroots organizations (Chairmen of the People's Committees at the commune level) after the arrangement and streamlining of the local government apparatus.
Implementing the arrangement and streamlining of the operational apparatus of the VBSP, it is expected that after the arrangement: The specialized units under the Head Office will have 11 units (reducing 3 units equivalent to 21.4%) and 2 units specializing in Party and Trade Union work, specifically: (1) VBSP Office; (2) Personnel Organization Department; (3) Internal Control and Inspection Department; (4) Business Planning Department; (5) Risk Debt Management and Settlement Department; (6) Poor Credit Department; (7) Accounting and Financial Management Department; (8) Basic Construction Department; (9) International Cooperation and Communications Department; (10) Legal Department; (11) Student Credit Department and other policy beneficiaries; (12) Advisory agency assisting the Central VBSP Party Committee; (13) VBSP Trade Union Agency.
At the branches of the People's Credit Fund in provinces/cities: Arrange and reorganize the current 63 branches of the People's Credit Fund in provinces/cities into 34 branches of the People's Credit Fund in provinces and cities (including 28 branches of the People's Credit Fund in provinces and 6 branches of the People's Credit Fund in cities) to synchronize and unify with the provincial administrative units after the arrangement.
