Unified payment of non-public tuition fee exemption support through parents and guardians

At the meeting on the afternoon of April 25, the National Assembly Standing Committee agreed on the necessity of issuing a National Assembly Resolution on exemption and support of tuition fees for preschool children, general education students, and those studying general education programs at educational institutions in the national education system.

As reported by PNVN Newspaper, on the afternoon of April 25, the National Assembly Standing Committee considered the draft Resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and those studying generaleducation programs at educational institutions in the national education system. Based on the draft Resolution, it is expected to be submitted to the National Assembly at the 9th Session, to apply the policy from the 2025-2026 school year.

Mr. Nguyen Dac Vinh, Chairman of the Committee for Culture and Society, said: The Standing Committee of the Committee agrees with the necessity of issuing a Resolution on exemption and support of tuition fees for preschool children, general education students, and students of general education programs at educational institutions in the national education system. Thereby, it aims to promptly institutionalize the Party's policy, demonstrate the superiority of our regime, ensure fairness in access to education and the State's responsibility towards learners, care for the younger generation and ensure social security.

The National Assembly Standing Committee considered the draft Resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and people studying general education programs at educational institutions in the national education system.

In addition, the Standing Committee requested the drafting agency to review the beneficiaries of the policy; supplement the need to expand the beneficiaries and clearly state it in the articles and clauses of the draft Resolution.

According to Mr. Nguyen Dac Vinh, the draft Resolution stipulates the method of tuition support for learners paying through educational institutions. However, through the review meetings, the agencies agreed to propose implementing the method of tuition support by providing tuition directly to learners.

Therefore, it is recommended that the drafting agency supplement regulations on implementation, in which the Government is assigned to guide the method of paying tuition support for students in non-public educational institutions.

Previously, in the Government's Report, the Minister of Education and Training said: "Support through educational institutions, not through parents and students, will reduce many administrative procedures."

Receiving the opinions of the members of the National Assembly Standing Committee at the discussion session on the issue of payment methods for tuition exemptions for non-public students through educational institutions or directly to students, Minister of Education and Training Nguyen Kim Son agreed with the method of "supporting tuition fees for students through parents and guardians. This payment method is completely feasible in practice and reasonable".

Additional 8.2 trillion VND/school year to implement tuition exemption and reduction

Regarding implementation costs, the Chairman of the Committee for Culture and Society said: The total state budget demand for tuition exemption and tuition support from the 2025-2026 school year for the subjects according to the draft Resolution is estimated at about 30.6 trillion VND/school year (of which, the public sector is 28.7 trillion VND; the private sector is 1.9 trillion VND).

Currently, the total state budget for tuition exemption (not collected) according to the provisions of the Law on Education for 5-year-old preschool children, primary school students, and secondary school students from the 2025-2026 school year is 22.4 trillion VND (of which, the public sector is 21.8 trillion VND; the private sector is 0.6 trillion VND).

Thus, the additional state budget that must be guaranteed when implementing the policy according to this Resolution is 8.2 trillion VND/school year (of which, the public sector is 6.9 trillion VND; the private sector is 1.3 trillion VND). The budget level that needs to be guaranteed in each locality depends on the tuition fee regulations decided by the Provincial People's Council.

Therefore, Mr. Nguyen Dac Vinh suggested that the drafting agency carefully assess the budget balancing capacity of localities, especially localities with difficult socio-economic conditions; supplement the implementation budget for students studying general education programs at continuing education institutions and other educational institutions teaching general education programs; supplement the regulation that the central budget supports localities that have not balanced their budgets according to the provisions of the law on the state budget.

Commenting on this content, Vice Chairman of the National Assembly Nguyen Duc Hai said that this policy of the Central Government should be included in the budget for education costs. Previously, some provinces and cities found this policy good and balanced it themselves, but now that it is implemented at the national level, it must be planned from the beginning of the year so that the education and training sector knows how much the total budget is. "The source of expenditure for education must be included, so this should be included in the education expenditure. The budget can handle it, if necessary, it must be spent" - Vice Chairman of the National Assembly Nguyen Duc Hai emphasized.
