Ho Chi Minh City is ready to merge and operate the new apparatus.
At the press conference, Head of the Department of Government Building and Youth Affairs, Ho Chi Minh City Department of Home Affairs Nguyen Hoang Hung said that today (June 12), 102 wards and communes conducted a pilot operation of the two-level local government model.
To ensure smooth operations, the City previously directed departments, branches, and People's Committees of districts and Thu Duc City to coordinate in implementing scenarios and building hypothetical situations when operating the new commune-level local government.
According to the plan, in phase 1 (before June 13), the city will operate services related to public administrative procedures to serve the people. In phase 2 (after June 15), it will operate services and work groups related to departments, branches, localities and the people. From June 26 to 30, the city will hold a meeting to review experiences and deploy simultaneously. The Department of Home Affairs assessed that thanks to careful preparation, the initial operation went smoothly.

“The arrangement is basically in accordance with Government regulations and the average expected staff of each commune level is about 32. The number of commune-level staff after the arrangement will not exceed the total staff of the district and commune levels before the arrangement and will gradually decrease according to the 5-year roadmap,” said Mr. Hung.
Regarding personnel work when implementing a two-level government, a representative of the Department of Home Affairs informed that, in the immediate future, the city will transfer 100% of the district-level staff to the commune-level staff. In particular, the leadership and management staff of the district-level political system will be arranged as the core at the new commune-level units. Along with that, it is possible to increase the number of cadres, civil servants and public employees from the provinces to the commune level, in the spirit of maintaining the same number of staff.
The Department of Home Affairs is currently continuing to advise the City People's Committee to consider and decide on the arrangement and assignment of staff and the reorganization of new communes according to management decentralization.
Regarding policies for officials and civil servants, the City is implementing them according to current decrees.
Families using electricity from level 5 or higher should consider installing rooftop solar power.
This is a recommendation from a representative of the Department of Industry and Trade on whether households should install solar power. According to Deputy Head of the Department of Industry and Trade's Energy Department Nguyen Le Tan, the average monthly electricity bill is one of the factors for households to consider installing rooftop solar power. For households, if they have the conditions, have a roof and use a lot of electricity, installing solar power is very good.
Currently, monthly electricity consumption of 300 kWh or less is at level 4 with a price of 2,998 VND/kg. Families using electricity from level 5 have a price of over 3,350 VND/kWh, so consider installing rooftop solar power.

“A quick calculation is that if we use about 20 kWh per day, we should install about 4 kWp of solar power, generating about 12-18 kWh on average. In case we don’t use electricity during the day but mainly at night, we should install an additional battery storage system to use at night,” Mr. Tan shared.
The representative of the Department of Industry and Trade also informed that the investment cost of the above storage system depends on the quality, the price ranges from 20-40 million VND/set, suitable for households using about 20 kWh/day.
Traffic has stabilized after motorbikes were banned from the Ho Chi Minh City – Long Thanh – Dau Giay expressway.
Since June 10, traffic conditions on the entire route, especially at the intersection of the highway parallel road and Nguyen Thi Dinh Street, have stabilized. This was announced by Head of the Department of Construction Maintenance and Operation (HCMC Department of Construction) Do Ngoc Hai at a press conference.
Previously, from June 7, 2025, the Ho Chi Minh City Department of Construction implemented a plan to adjust traffic organization on the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, from An Phu intersection to Vo Chi Cong Street. According to this plan, motorbikes are prohibited from traveling in both directions on the above-mentioned route.
Alternative routes for motorbikes include: Vo Chi Cong Street – Nguyen Duy Trinh – Do Xuan Hop – parallel road on the right side of the highway – Mai Chi Tho and vice versa.

According to Mr. Do Ngoc Hai, the adjustment is to serve the construction of the N2 overpass branch span of the An Phu intersection construction project, and at the same time prepare to expand the expressway approach road from An Phu intersection to Ring Road 2.
Actual records on June 7 and 8 showed that traffic was quite stable due to low traffic volume. However, on the morning of June 9, a prolonged traffic jam occurred on the highway parallel road because many people had not yet grasped the new plan, plus a large number of cars and motorbikes were concentrated here. Cars occupying the motorbike lane also made traffic more tense.
To remedy the situation, the Department of Construction requested the Road Traffic Infrastructure Management Center to add a system of guiding banners and organize for cars and passenger vans with less than 16 seats to travel on the old motorbike lane. Thanks to these measures, traffic soon returned to normal.
A representative of the Ho Chi Minh City Department of Construction said that they will continue to monitor traffic developments to make appropriate and timely adjustments to ensure safety and smooth traffic during the construction of key projects.
Phu Tho Multi-Purpose Circus is expected to be handed over before August 10, 2025.
According to the original plan, Phu Tho Circus and Multi-Purpose Performance Theater (District 11, Ho Chi Minh City) will be inaugurated and perform its first show on April 30, 2025. However, the current schedule has been adjusted due to some objective factors and specific techniques.
Director of Project Management Board 2, Ho Chi Minh City Civil and Industrial Construction Investment Project Management Board Dinh Tran Anh said that the project officially started on April 25, 2023, on the occasion of the 48th anniversary of the Liberation of the South and National Reunification. On June 9, 2024, the project completed the rough construction and held a topping-out ceremony. By April 15, 2025, the project was basically completed and the Board sent a document requesting the competent authorities to check the acceptance conditions.

On April 23, 2025, the project was approved for fire safety inspection by the Fire Prevention, Fire Fighting and Rescue Police Department of Ho Chi Minh City Police. On April 25, the Ho Chi Minh City Department of Construction inspected the site and requested to fix some items that did not meet the requirements. The management board and contractors completed the repair work and sent a report on June 4. According to the plan, on June 13, 2025, the Department of Construction will re-check the repaired contents.
Due to the complexity and high technical requirements, the construction process requires a lot of time for inspection, especially the steel structure must be stopped for 35 days to check the strength after the frame is completed. Another major difficulty is that the equipment is mainly manufactured and designed abroad, leading to a long time for coordination and appraisal.
In addition, this is the 9th circus in the world and the first in Southeast Asia, so importing equipment, customs procedures and quality control also face many obstacles.
Regarding the time of putting the project into operation, Mr. Dinh Tran Anh said that the Board is coordinating with the Department of Construction to resolve comments to complete acceptance in June. From June 17 to July 8, relevant units will conduct inspections of the project completion, provide instructions on trial operation and provide technical training.
It is expected that the project will be handed over to the Department of Culture and Sports of Ho Chi Minh City and the City Arts Center before August 10, 2025. The official time of exploitation and performance will be decided by the Department of Culture and Sports and the City Arts Center.

Ho Chi Minh City Police recommends that agencies, organizations, and businesses urgently register for electronic identification accounts to promptly use, enjoy utilities, and ensure effective information connection.
According to Clause 4, Article 40 of Decree No. 69/2024/ND-CP, from July 1, 2025, accounts created by the National Public Service Portal and the administrative procedure settlement information system at the ministerial and provincial levels issued to enterprises will no longer be valid. Instead, enterprises, agencies and organizations need to switch to using electronic identification accounts on the VNeID application.
Implementing Plan No. 1261/KH-UBND dated February 25, 2025 of the Ho Chi Minh City People's Committee on deploying electronic identification for agencies, organizations and enterprises in the area, the City sets a goal by June 30, 2025: Granting electronic identification accounts to 100% of agencies and units under departments, branches, sectors and localities; 80% of enterprises, cooperatives and 50% of other agencies and organizations headquartered in Ho Chi Minh City.
