On June 20, in Hanoi , the Au Lac Artificial Intelligence (AI) Alliance was officially launched with the participation of more than 20 state agencies , businesses, and universities.
The Au Lac AI Alliance was born in the context of Decision 1131/QD-TTg recently issued by the Prime Minister , identifying 11 strategic technology groups that have a profound impact on the country's competitiveness and technological autonomy, in which AI is ranked No. 1.

The first members to join the alliance are leading technology units, academies, universities and technology startups: Ho Chi Minh National Academy of Politics, MobiFone, VNPT, FPT, CMC , BKAV, Misa, VNPAY, Zalo, MoMo, AI For Vietnam, AI Hay, N2TP, Finhay, Hanoi University of Science and Technology, Academy of Posts and Telecommunications Technology, Academy of Cryptography Engineering, Ho Chi Minh City University of Technical Education, Ton Duc Thang University, Ho Chi Minh City University of Law, FPT University.
The Au Lac AI Alliance was established with the aim of developing large language models (LLMs) capable of processing Vietnamese accurately, naturally, and in accordance with Vietnamese culture and identity, thereby improving people's knowledge and promoting national economic development.
The Alliance aims to build an open and transparent AI community where individuals, organizations and businesses can freely access and use the Alliance's public assets, including source code, data and models, even for commercial purposes, to stimulate innovation, widely apply AI, and realize national AI sovereignty. At the same time, the Alliance is committed to developing safe and responsible AI products that comply with ethical standards and Vietnamese laws.
The Au Lac AI Alliance operates on three principles: Consensus - Respect - Open Community. With the strengths of its members, the alliance focuses on three main areas: research and development, building standards and policies on AI, and training.

At the event, Prof. Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council said: “I clearly feel a spirit of determination and a historic vision in the birth of the Au Lac AI Alliance. This name not only recalls the early days of building and defending the country, but also expresses the aspiration to build Vietnam's own artificial intelligence model, in the Vietnamese language, to serve the prosperous development and happiness of the nation."
According to Professor Nguyen Xuan Thang, in the new era, we must act immediately – now or never. To stand on the shoulders of giants, our own feet must be firm. Vietnam has intelligence, creativity, and an overseas Vietnamese community that always wants to contribute to the development of the country.
"We need to connect, create a strong enough innovation ecosystem, and at the same time perfect and build institutions, where AI is not just technology, but a strategic tool for decision-making, governance and serving people. I believe in Vietnamese intelligence, believe that we will succeed - not just succeed, but succeed sooner and more strongly," said Professor, Dr. Nguyen Xuan Thang.

Mr. Truong Gia Binh, Chairman of FPT Board of Directors, who initiated the establishment of Au Lac AI Alliance, believes that the world is entering the AI era and Vietnam is also facing a great opportunity to rise up. According to him, Vietnam is facing three major challenges. The first is protecting technological sovereignty, an inseparable part of national sovereignty.
The second is to realize the goal of becoming an advanced country by the 100th anniversary of independence. Vietnam has established a “quadruple strategic resolution” on science and technology, international integration, law and private economy to bring the country forward in the new era. Decision 1131 also placed AI at the number 1 position in the country’s 11 strategic technology groups.
Third is the lack of investment resources. The major powers invest hundreds and thousands of billions of USD each year in AI, but Vietnam does not have equivalent resources.
“The Au Lac AI Alliance was born as a solution to these challenges. The alliance is not just an initiative, but a call to action,” Mr. Binh emphasized.

At the launch ceremony, the Au Lac AI Alliance proposed to develop a large Vietnamese language model - Au Lac LLM as a foundation for building AI applications for end users. At the same time, FPT also announced its plan to develop the VietGPT product - a virtual assistant dedicated to every Vietnamese person based on this language model.
VietGPT is a virtual assistant that deeply understands Vietnamese culture, society, language and thinking, meeting the needs of learning, exploring and improving productivity and work quality of Vietnamese people at a reasonable cost. At the same time, through interaction with users, products like VietGPT will help optimize and improve model capacity as well as share models, data and experiences with the community.
According to Mr. Le Hong Viet, General Director of FPT Smart Cloud (FPT Corporation), for AI technology to become a core national strength, Vietnam needs to both participate in the global open source community and build its own open source community, thereby mastering technology and language. FPT will connect domestic systems, open a platform for Vietnamese enterprises to contribute and exploit VietGPT. This will be implemented in 2025.
