The Government has just issued Official Dispatch No. 950/CD-TTg of the Prime Minister requesting ministries, branches and localities to proactively respond to floods in the Central region. The dispatch is sent to the National Steering Committee for Natural Disaster Prevention and Control; the National Committee for Incident Response, Natural Disasters and Search and Rescue; the Ministers of the Ministries of Agriculture and Rural Development, Natural Resources and Environment, Transport, Industry and Trade, National Defense, Public Security, Education and Training; and the Chairmen of the People's Committees of the provinces and cities of Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai.

The dispatch stated that recently, in some localities in the Northern, Central and Central Highlands regions, heavy rains have occurred, causing localized flooding, landslides, flash floods, and damage to people and property. According to the forecast of the National Center for Hydro-Meteorological Forecasting, in the coming days, there is a possibility of continued heavy rains, especially in the Central region from October 12 to 14, the area from Nghe An to Quang Nam will have heavy rain with rainfall from 200 to 400mm, locally over 700mm; from October 15 to 16, the area from Quang Binh to Quang Ngai will have rain of 150-300mm, locally over 500mm and still have complicated developments, with a very high risk of deep flooding in low-lying areas, urban flooding, flash floods, and landslides in mountainous areas.
Currently, it is the time when rain and storms often occur in the Central and Central Highlands regions. To ensure the safety of people's lives and limit property damage to the people and the State, the Prime Minister requests the National Steering Committee for Natural Disaster Prevention and Control, the National Committee for Incident Response, Natural Disasters and Search and Rescue, Ministers, Chairmen of People's Committees of provinces and cities not to be negligent or subjective, to closely monitor the developments of natural disasters, focus on directing and proactively implementing timely and effective measures to respond to natural disasters, focusing on a number of tasks such as for Chairmen of People's Committees of provinces and cities to organize reviews and proactively evacuate households in dangerous areas, especially households in areas at high risk of landslides, flash floods, and deep flooding to safe places, and have plans to support temporary accommodation, food, and necessities for people who must evacuate and ensure stable lives for people.
Heavy rain is likely to continue in the coming days, especially in the Central region.
Organize forces to guard and strictly control people and vehicles passing through culverts, spillways, areas with deep flooding, fast-flowing water, landslides or areas at risk of landslides, resolutely not allowing people and vehicles to pass if safety is not ensured; proactively direct the implementation of work to ensure the safety of teachers, students, and educational facilities in flooded areas. Proactively implement work to ensure the safety of dikes, dams and reservoirs according to the alarm level, especially key structures under construction, to minimize damage.

The Ministry of Natural Resources and Environment shall closely monitor and supervise the natural disaster situation, warn, forecast, and provide full and timely information to competent authorities to serve the direction and response to natural disasters according to regulations. The Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, and the Ministry of Education and Training, according to their assigned state management functions, shall coordinate with localities to promptly direct the work of ensuring safety for agricultural and industrial production, safety of irrigation and hydroelectric dams, especially for small hydroelectric dams, important irrigation reservoirs, and safety for teachers and students in flooded areas.
The Ministry of Education and Training coordinates with localities to direct the work of ensuring the safety of teachers, students, facilities, equipment, tools and learning materials in areas affected by floods. The Ministry of Transport directs and guides the work of organizing traffic and ensuring traffic safety in areas affected by floods, promptly handling incidents, ensuring smooth traffic, especially on main traffic routes.
The National Committee for Incident Response, Natural Disasters and Search and Rescue and the Ministries of National Defense and Public Security proactively direct and coordinate with localities to deploy response, search and rescue work, ensuring timeliness and effectiveness. Vietnam Television, Voice of Vietnam, Vietnam News Agency, Nhan Dan Newspaper and mass media agencies increase reporting, proactively instruct people on skills to prevent, respond to, and reduce damage caused by natural disasters. The National Steering Committee for Natural Disaster Prevention and Control closely monitors the situation of floods and natural disasters, proactively directs, inspects, and urges localities to deploy work to prevent, combat, overcome consequences, and limit damage caused by natural disasters./.
