The Government Office issued Notice No. 692/TB-VPCP dated December 14, 2025, regarding the conclusions of Prime Minister Pham Minh Chinh at the meeting on the work of overcoming the consequences of natural disasters, storms, and floods, and implementing the "Quang Trung Campaign" to rapidly rebuild and repair houses for households whose houses were destroyed, swept away, or damaged by recent natural disasters, storms, and floods in Quang Tri province.

The announcement stated: The damage caused by natural disasters, storms, and floods in Quang Tri province from the beginning of the year until now, especially during the recent storms and floods, has been enormous in terms of both human lives and property. On behalf of the Party and State leaders, the Prime Minister once again extends his condolences to the people in the disaster-stricken areas and shares in the difficulties and hardships faced by the Party Committee and government of Quang Tri province. At the same time, he commended the efforts of the Party Committee, government, military, and people of Quang Tri province for demonstrating self-reliance and resilience, overcoming difficulties, and promptly assisting the people in repairing 3,466 damaged houses (less than 30%), rebuilding 8 houses that collapsed or were severely damaged, and ensuring safe housing for the people after the natural disasters.

Regarding the remediation efforts following the landslide affecting the homes of 12 households in Khe Sanh commune, the Quang Tri provincial authorities have shown shortcomings, failing to comply with regulations and not promptly addressing the emergency situation caused by the natural disaster. Currently, after nearly a month, the 12 households with 47 people are still unable to return home and are temporarily residing at the former Huong Hoa district office. The Quang Tri Provincial Party Committee and People's Committee need to conduct a review and take strict action regarding the delay in addressing the landslide and the absence from meetings without reporting as required by Party and State regulations; a report must be submitted to the competent authorities and the Prime Minister before December 20, 2025.

The announcement stated that ensuring housing for the people affected by the "Quang Trung Campaign" in general, and for the 12 households affected by landslides in Khe Sanh commune in particular, and guaranteeing stable housing before the Lunar New Year of the Year of the Horse, is a very important and urgent matter. It is not just a normal political responsibility, but a heartfelt command, a deep affection for the people and a profound sense of national solidarity. Therefore, the Quang Tri Provincial Party Committee, the Provincial People's Committee, and relevant agencies must put themselves in the people's shoes, avoid bureaucracy and formalism, and treat the people's affairs as their own; coordinating with the military forces to concentrate all efforts on addressing the issue immediately.

The People's Committee of Quang Tri province is responsible for urgently directing the preparation of the site, materials, necessary conditions, and legal procedures in accordance with the emergency situation, ensuring compliance with regulations. The Ministry of National Defense will immediately deploy engineering forces to support the locality in carrying out the construction of landslide prevention works and assisting people in repairing their houses. The Standing Committee of the Quang Tri Provincial Party Committee will assign one member of the Standing Committee to directly supervise this matter, ensuring that landslide prevention and control work is completed before December 31, 2025, so that people can return home, repair their houses, and stabilize their production and business activities. In the long term, further research is needed to develop drainage solutions to ensure the stability of infrastructure and people's homes in the area; regulations and guidelines should be established for managing construction and production activities in the area to avoid increasing the risk of landslides and natural disasters.

The Quang Tri Provincial Party Committee and People's Committee continue to regularly monitor the situation of the people, doing a good job of visiting and encouraging people in areas affected by natural disasters, storms, and floods throughout the province, especially in difficult areas, poor households, policy beneficiary families, vulnerable groups, and combating bureaucracy, formalism, and detachment from the grassroots and the people. In particular, they must ensure that officials at all levels do not become indifferent to the difficulties of the people when faced with natural disasters, epidemics , etc.

The People's Committee of Quang Tri province will promptly balance resources to create livelihoods and support the people in quickly restoring production and business (especially crop cultivation, livestock restocking, services, etc.) so that people have income and truly stabilize their lives. In cases where the locality's balancing capacity is exceeded and central government support is needed, the Chairman of the People's Committee of Quang Tri province will promptly submit a specific, accurate, feasible, and effective support proposal to the Prime Minister before December 20, 2025.

The Ministry of Agriculture and Environment will continue to monitor, urge, update, and compile the results of the implementation of the "Quang Trung Campaign," and report to the Prime Minister weekly as prescribed.

The Government Inspectorate is tasked with conducting unannounced inspections of the assessment, statistical data collection, damage reports, and proposed support from localities, as well as the use of supported resources to mitigate the consequences of natural disasters in localities, ensuring that the scope and beneficiaries are correct, and preventing loss, waste, corruption, and negative practices.
